Becky Hasart Phone 360 -473 -5722 SUMMARY: The Bremerton Municipal Court must frequently rely on language interpreters during the course of regular business For less common languages, it has become cumbersome to obtain interpretive services at a reasonable rate when we require a business license for intermittent interpreter use Court personnel have had interpreters decline to offer services due to our licensing requirements The attached provides for an extremely narrow exemption from our business license requirements for interpreters that provide language services only to our Municipal Court. If the interpreters provide services for any other reason within our city limits, they are still required to be licensed In addition to the exemption for Court interpreters, the attached ordinance also removes the "common carrier" language for business licenses purposes In the last few years, the state clarified that sales taxes are to be paid to the jurisdiction in which the goods are delivered However, merely delivering goods without having a physical presence in our city limits does not constitute nexus Our current code conflicted with this streamlined sales tax (SST) provision By removing the "common carver" language, we will be in compliance with SST If a company has a physical presence in town but only delivers goods, they will still be required to have a license.
