SUMMARY: Approval of KPS 2011 Rates and Underwriting criteria and authorization of formal
execution of the 2011 contracts between the City and Kitsap Physicians Service (KPS) for employee
group health insurance coverage by the Mayor. This is a yearly housekeeping issue The new
rates,which were negotiated on our behalf by our benefits consultants, Willis of Seattle, reflect an
10.44% rate increase above 2010 levels. It should also be noted that the City's contribution towards
dependents coverage is at 90 %, while the employee's contribution for dependents coverage is 10%
ATTACHMENTS: KPS 2011 Premium Rates & Underwriting Criteria.
FISCAL IMPACTS (Include Budgeted Amount): The 2011 Budget has adequate budgeted funds in
personnel benefits for this rate increase

I move to approve the 2011 KPS Premium rates and Underwriting criteria between the City and KPS,
and authorize the Mayor to finalize and execute the contracts with substantially the same terms and
conditions as presented
