SUMMARY: The City has been offered and accepted grant funding from the US EPA to develop a
Comprehensive Plan for the Gorst Creek Watershed In order to properly track project costs and
timelines, it is recommended that a Special Projects Fund (new fund number 482) be created.
Currently, the 2011 budget has $65,000 of operating expense and $291,118 in grant revenue budgeted
in fund 481, Stormwater Operations. It is recommended that both amounts be moved out of fund 481
and into the new fund 482 as part of this proposed budget amendment. An additional $157,732 from
the Stormwater ending fund balance will also need to be moved to fund 482 to cover the grant's labor
matching requirements. Additional items directly related to this project, such as budgeted staff tune
in the general and other funds, will be identified and transferred to fund 482 as they are incurred. By
creating a separate fund specifically for this project, staff will receive monthly updates of actual
versus budget that will be easier to identify on this project and Council's quarterly reports will also
contain this information
