SUBJECT Amendment of EPA Grant for Committee Meeting Date. January 12, 2011

SUMMARY: The City, through Council action on July 21, 2010, has accepted $659,477 in grant
funding from the US EPA to develop a Comprehensive Plan for the Gorst Creek Watershed The
work consists of six tasks and will be completed with assistance from a consultant During
development of the consultant scope of work, it was determined that adjustments would need to be
made to the work scope and budget distribution from what was initially offered in the grant Staff has
contacted the granting agency for permission to change the funding distribution of the grant to meet
the actual needs of the project (draft document attached) Because there is no change to the overall
scope of the project and the city is not requesting additional funds, the granting agency has indicated
their willingness to amend the original grant document The requested action before Council is
approval of the amended grant document and grant budget distribution

FISCAL IMPACTS (Include Budgeted Amount) This project is currently included in the 2011
Stormwater Fund Operating Budget at $65,000 under engineering - professional services The total
project costs to the city will be $879,769 and will be addressed under a separate agenda bill The
grant will reimburse project costs, plus project partner expenses at 74 96% The remaining 25 04% is
city match and is expected to be achieved through staff and donated labor

Gorst Creek Watershed Comprehensive Plan, and authorize the Mayor to finalize and execute the final
document with substantially the same terms and conditions as presented
