plan, and captal improvement plan for the Gorst Watershed In addition, existmg condtions mformation
developed for the WC will be mcorporated mto the Planned Achon EIS
The purpose of the WC is to provide mformation that can be used to guide development withm the Gorst
Watershed m a way that mamtams, and preferably improves, the quality and condtion of freshwater,
marme, and terrestrial resources of the watershed and adacent areas of Kitsap County The results of this
characterization can be used to
• Inform land use plammg by dentfymg the relative sutabilty of areas wrthm the watershed for
protection, restoratton, or development,
• Inform the stormwater management plan by identifymg areas m the watershed that are most at
risk from the impacts of stormwater runoff, areas that would most benefit from more effective
stormwater management, and the relatve surtabilty of areas withm the watershed for providmg
`green mfrastructure' and low mpact development optons for managmg stormwater,
• Identify mitgaton strateges that can be used to offset the effects of development to achieve a no
net loss (and preferably net gam) of ecological functions m the watershed and surroundmg areas
• Identify options to be mcorporated mto land use plans for streamlmmg Crty and County
development revew and permittmg.
