Resolution No. 3132 demonstrates the City Council's support for submitting the application for the siting of a Westside Reception Center in the South Kitsap Industrial Area known as "SKIA". Dave Overton, property owner, provided the details to highlight the positive reasons for applying for the siting of the Westside Reception Center in SKIA. Doris Kerinqer asked what cost to the taxpayers this project will cost in terms of utilities and law enforcement. Mr. Overton answered that the costs and community impacts would be determined during a comprehensive review (EIS) that will be conducted by the Department of Corrections assuming that the site is selected for the center. Andv Tanqeman asked if the EIS process will allow for public comment. Mr. Overton answered that if a development application for this project is submitted, the City would undergo a process which does allow public comment. 06:12:40 Motion to adopt Resolution No. 3132 was made by Runyon, and seconded by Wofford; Discussion was then opened to the Council... City Council Reg. Mtg. Minutes Wednesday, January 5, 2011 Page 3 of 4 Mr. Runvon explained how this application came forward; thanked staff for putting this item together so quickly; and emphasized that this project will have use benefits for the county; and urged Council to support resolution. Mr. Wofford believed that infrastructure being built would more than compensate for property being taken off the tax rolls and that the benefit would span the entire county. Greq Wheeler thought that the process should have allowed feedback from stakeholders prior to considering the resolution. Mavor Lent explained that the resolution would allow for the site to be considered, but if not selected, the City would not pursue the project. Mr. Overton responded that the City is only indicating there is space to allow for infrastructure at SKIA through a letter of intent. The actual process is going to allow public comment. Cecil McConnell expressed concerns about how the proposed project may impact businesses. Adam Brockus asked if the State will be paying to continue water and sewer lines to the site. Mr. Overton responded that Department of Corrections would be able to answer that question. Will Maupin asked what the size of the site area would be. Mr. Overton answered that the site area would be about 50 acres being used by Department of Corrections. Mr. Maupin also asked if the Council would have authority to approve or deny the project at a later time. Mr. Wheeler asked questions regarding jobs and buffers to the site. Andrea Spencer explained that many questions can be answered through the sub-area planning process; there will be opportunities for public comment and issues regarding buffers and jobs will be addressed. Mr. Runvon asked if this resolution legally binds the City to the project. Mr. Lubovich answered no, that the City is only asking for consideration as a site. Mr. Wofford clarified that as Council President, he was notified by Mr. Runyon as a representative to Kitsap Economic Development Alliance (KEDA) about the proposal's status. However, it was until recently that the discussion reached a point where the entire Council needed to review this proposal. Mr. McConnell asked if the resolution is approved would there be any further action by Council. Ms. Spencer responded that permitting issues would be addressed by the Hearing Examiner, not the City Council. Mr. Runvon added that the Council could discuss progress at Study Sessions. Mr. McDonald offered his support for the proposed project since it would generate jobs. Mr. Wheeler encouraged Council to consider both the economic benefits as well as the need to protect the community image and pride. Mr. Maupin offered his support for the project and agreed with the location. 06:46:35 M/S/C (Runyon/Wofford) Move to adopt Resolution No. 3132 supporting an application to the Washington State Corrections for the siting of a Westside Reception Center in SKIA; and authorize the Mayor to file the application and all necessary supporting documentation.
