RE Landlord licensing and fees proposal
Dear Mayor Lent,
The Rental Housmg Associaton of Puget Sound (RHA), representmg over 4400 rental houstng
owners m Washmgton State, is writmg you today to express our concerns and oppostion to a
current council proposal to mcrease rental housng lcensmg fees Fee mcreases of any kmd
durmg a time of consderable economic struggle s not a palatable opton for rental housing
owners, nor the tenants who will ultimately pay for such housng cost increases
Not only will the proposed licensng fees ncrease the cost of housmg m Bremerton, an expanded
Icensmg program would also further burden city government durmg a tme of reduced staffing
and staffhours A rental registration Ist does not necessitate chargng more money for licensmg
every rental property withm the cty
Thank you for takmg the time to consider RHA's postion regardmg increasmg the costs of
housmg rental housmg Lcensmg m the City of Bremerton We look forward to further discussion
on this issue

RE Landlord licensing and fees proposal
Dear Council,
The Rental Housing Association of Puget Sound (RHA), representing over 4400 rental housing
owners in Washington State, is writing you today to express our concerns and opposition to a
current council proposal to mcrease rental housmg licensmg fees Fee mcreases of any kmd
dunng a time of considerable economic struggle is not a palatable option for rental housmg
owners, nor the tenants who will ultimately pay for such housmg cost increases
Not only will the proposed hcensmg fees mcrease the cost of housmg m Bremerton, an expanded
licensing program would also further burden crty government dunng a time of reduced staffing
and staff hours A rental registrahon list does not necessitate charging more money for licensing
every rental property wrthin the city
Thank you for takmg the time to consider RHA's position regarding increasmg the costs of
housing rental housmg licensing in the City of Bremerton We look forward to further discussion
on this issue
Smcerely,

Mayor Patty Lent,
Rental License Revision,
This is a follow-up on the previous emad I sent on 11/29/2010
This is not the time to request the citizens of Bremerton to pay more rental license fees What is the
purpose for changmg policies and requestmg Rental Property Owners to pay more Rental Property
Owners see this as a means of increasmg revenue for the General Fund It stands to reason, once the
Rental License Fees are changed, the Inspection Policy Requirement (fees) wdl be next All of these
additional fees wdl be passed on to the tenant
It is not logical based on Kitsap County's long term Unemployment Statistics, the large Home-Less
Population, and the Proposed Freeze on Federal Employees and Social Security , not to mention the
high rate of home foreclosures A lot of us are federal and/or social security retirees livmg on
reduced incomes, and receive no cost of living increases We must manage within our set incomes, and
expect the City of Bremerton to do the same Don't look for mcreasmg the General Fund
Direct Quotes from recent Newspaper Articles
1 President Obama proposed today a freeze in civilian pay for federal employees for two years, 2011
and 2012
Accordmg to the White House, this two-year federal pay raise freeze wdl save $2 bdlion for the remainder
of FY 2011, $28 bdlion over the next five years, and more than $60 bdlion over the next 10 years It wdl
apply to all civdian federal employees, including those m vanous alternative pay plans and those working
at the Department of Defense -- but not mditary personnel
2 In an effort to save money and trim the exploding budget deficit, Social Securitv recipients wdl likely not
receive the customary cost of livmg adustment m 2011 There was no increase m benefits in 2010 and it
looks like the freeze wdl extend into 2011

Based on a previous email (sent to me) from Nick Wofford, "Bremerton has a relatively large number of low
income residents living here Many, as in Pasco, are not aware of landlord tenant requirements, or of avenues
avadable to them to improve their living conditions As m Pasco, we have landlords who are taking advantage of
these folks Bremerton has several blighted areas that some would say are slums This is the direct result of
landlords "
I hope you continue to veto the vote to pass this Ordinance Nick Wofford's statements are one side and do not
accurately reflect the landlords of Bremerton

I ust received a notice that Mr Wolford has the rental license on the agenda tonight
PROA has ust sent us this information and it seem Mr Wolford is up to his old tricks of
deception of the public I am 1,500 miles away and have no voice tonight accept for my
email Mr Wolford needs to stop with this and I would hope your Veto power can put a
stop to this once and for all I have been against this from the start and it ust angers me
when we all know there are more important areas to work on the city budget than create
more obs and add additional cost to all the tenants that are renting I have support
Bremerton and collected and paid taxes on all my business for thirty six years How long
has Mr Wolford lived here and supported Bremerton , not long enough
Please vote this down, I appreciate your support

Subect Round 2 wth the fees
To the City Council members,
I see that the fees for the landlords is gomg back on the table, which is really not a good dea
Why, well first offwhen you came out with the statement that it would let you know who and
how many landlords and all are out there This is somethmg that the city should know anyway as
a landlord you have to list t anyway or else you are domg somethmg agamst the law anyway, so
saymg that it will let you know the who and where and all, agam you already know who they are
and such Number two is after talking to my landlord and all he said if the city does add this fee
to what he already s paymg than he would also have to raise the rent at least another $100 to
$125 a month, now f he does that than it wll almost mean we will have to move as that will be
gettmg to be to much and with all the taxes and all and the fees and such the cty has anyway,
who can afford to live here I am also sure that the city council s not gong to make up the
dfference of the rent now are you So why do you make the ones that now can not really afford
t be the ones that have to pay these and to suffer I am not sure what else the council can come
up with to make the people of Bremerton pay more, maybe somethmg like puttmg a meter on the
sewer Imes that tells you how many times one flushes the toilets and that way you can add a
charge on to that to, of course makmg the tax payers pay for the addmg of the meters Yes it s
gettmg to that pomt and that bad here that I am not surprised that it has not been done or having
to pay to breath the air here m Bremerton to Letsust keep runnmg people and busmess out of
town Makes good sense to me Where does ths stop When agam is the city gomg to do
somethmg for the people and not always aganst the people of Bremerton Some where t has to
stop
Of course my op►nion but than agan f you were to ask others I am sure you will find more and
more wth the same optmon as I have
Thank you

Subect. Landlord fees
Thank you for your service I am giad that you are able to make the time in this economy to do anythmg
but work to pay bdls I have never in aii my years of living and owrnng property in the area waded into any
form of politics (20+ years in submannes) but I feel it necessary to voice my opmion to you now I felt
extremely strong against your ongmal fee that labels someone who owns a home and rents it, as a
business owner If I had the time and resources then, I would have challenged it in court with a lawsuit I
did talk to some about it, but the cost did not warrant my possible satisfaction Now, however, I am not so
sure Mr Wofford, Is "Out of the box"
Ciry of Bremerton has for decades been agamst "landlords" Has attempted in numerous ways to change
the numbers WE, wdl be paymg for "CONDOS" untd our kids retire If you can find a buyer to buy all the
rental properties for market value I am sure you could raze them and make parks or somethmg Then all
the "low life tenanY' folks would move to Port Orchard and be their problem OR maybe, m one of the tent
cities
Really
You are only pissmg off Landlords, raising the rents that landlords are trymg to keep down and puttmg a
few bucks m the city budget to offset the costs to manage it and the costs that defendmg it wdl create I
for one, would sell dozens of urnts if I thought I could re-coup my investment Instead, I have been
feeding money into most, keeping rents low for needy good tenants and hoping the market turns around
so that I can help contmue to make more Bremerton units "Owner Occupied"
Voters, who you are supposed to be representing are/have told you to decrease, not mcreases taxes and
fees This whole business license issue is driven by a minonty of the public
Just tell them NO And to even consider rental house mspections is absolutely rediculous
Respectfully,
Scott Holloway, Landlord

, `RECEII►ED CI1Y COUNCiI OFiC'°
October 22, 2010 a1'E lo s
Dear Mayor Lent and City Concl members,
We, the undersigned members of the Neighborhood Watch captains group, urge
you to support the Rental Business License fee proposal for the following reasons
1 Ren I r erties are usines es. Just like every other business,
landlords bought ther property to make money- ether in the short or long
term. Some citizens have made a lot of money by investing in rental property
in Bremerton. Yes...landlords are in business and are ailowed generous
depreciation deductions. They can also deduct most expenses (including
business licenses) ust like any other business.
2 Current license fees for rentai businesses are not consistent with
other busnesses. The new proposal more closely aligns the license structure
for rental businesses with those of others in the city This fee adustment stili is
less than other business owners that also generate sales tax revenue and
Business and Occupation tax revenue for the City Rentals don't
3 Individual rental urooerties will be easilv identifiable wth a business
owner. The change will keep the city informed regarding the current
owner/operators of the rental properly This connecton wili assist in code
enforcement
4 Increased fees will helo offset costs of city services associated with
rental properties. These costs to the city are directiy related to code
enforcement, inspection of non-owner occupied properties, City personnel time
spent on zoning, permitting, and fire and building inspection, and for the
services provided by the City's Community Resource Specialist (CRS) Additional
license fees will be deposited into the City's General Fund, which pays for
police, fire, code enforcement, and other personnel
5. The oroosal chan4e can help maintain livable neighborhoods. Due to
budget cuts, the Community Resource Specialist, who supports Neighborhood
Watch programs (NW), the Cty's Chronc Nuisance Property Ordinance (CNPO)
and the Landlord Notification Program (LNP), is no longer funded from the
general fund As a result, the position has been reduced to part-time and
funded only by a grant that will expire. While the City has applied for this grant
again, there are no guarantees that grant funding will be provided. NW, the
CNP4 and the LNP have been effective at reducng rental related complaints
and were credited by the Cty's Police Chief with reducing crime in the City
6. The Rental Business License fee proposal supuorts pro4rams
promoted bv Puaet Rentai Owner's Association IPROA1 In a letter sent
Sept 7, 2010 to the Mayor's ofFice, PROA stated that the Landlord Notification
Program "was long awaited" and they have "worked for years to have this put
in place". They indicate, "Many PROA members are taking full advantage of
this service" They go on to say that "It is so helpfui to have up to the minute
information relative to police activity at a rental property" and that they are
"continuing to work aggressively with the police department to expand this
notification program to the maorty of rental propertes in Bremerton"
In summary, since the City expends considerable resources deaing with code
enforcement issues related to rental properly; and since the City's Community
Resource Specialist provides a key service to landlords and Neighborhood Watch
groups; and since licensing of rentals as businesses by location is consistent with
the way all other businesses are licensed, and since no General Funds are available
to fund the Communty Resource Specialist and future grant funding is uncertam;
and since landlords should be required to pay for the cty services that are related
to their businesses, this licensing fee should be enacted by the City Council and
given your support

MEMORANDUM
: ••
To: City Council
From: JoAnn Vidmhar, Acting Director
Date October 20, 2010
Re: Proposed DCD Fee Changes
This memorandum addresses buddmg and land use fee changes, reflected in a
revised verson of "Rate Table C" The fee changes are proposed after DCD
conducted a companson analysis wth other Junsdictions of liked-size population and
the local unsdictions Fees mcreases are proposed for those rates that fall below the
overall average of the other unsdctions
The Buildmg fee increases include inspection hourly costs and budding valuations
The mcreases wli ether match the local unsdictions averaged or reflect the lowest
averages There are several Land Use fees that wdl not be mcreased For those that
are mcreased, they wdi continue to remam lower than the average of the other
urisdictons
The fee mcreases are summanzed and explained below, m the order that they appear
on the revised Rate Table C
#1 FINAL SHORT— This s a new category under Subdivisions Wth the current fee
schedule both the Final Preliminary Short (9 or less lots) and Final Preliminary Formal
Subdivisions (10 or more lots) have the same fee assessed even though there is a
different process for each The proposed new category would separate the two and
establish the appropnate base fee and per lot fee The proposed fee ncrease is 3
times lower than the average of the other unsdictions
#1 FINAL FORMAL PLAT/BINDING SITE PLAN — The revised category
distmguishes between the Final Short Plats and Final Formal Plats The proposed fee
mcrease is 4 times lower than the average of the other urisdictions
#2 SUBSTANTIAL DEVELOPMENT PERMIT — The proposed fee mcrease s 3 times
lower than the average of the other unsdctons
#d APPEAL — The proposed fee increase is 3 times lower than the average of the
other urisdictions
New #5 PRE APPLICATION CONFERENCE — This is a new fee A Pre-Application
conference is required for Type li (budding and land use admmistrative decisions and
decsions requinng SEPA), Type III Heanng Examiner deasions, and Type IV Proect
1
Permits (City Councd decisions) The City conducts approximately 100 pre-application
conferences per year There are on an average 6 City divisions (Budding, Planrnng,
Engmeering, Utdities, and Fire) present at these meetings with no current fees
assessed
Exhibit 1— FEE - The valuation fee mcrease is based on the average of the local
Jurisdictions excludmg Ktsap County as the County's fee is based on the occupancy
class
Other Inspections and Fees #1, #2, #3, and #4 - The mspection houy rate increase
is based on the average of the local unsdictions and is mtended to match the local
averages excluded Ktsap County as the County's fee is excessive due to the
population count and travel distances to the properties
New #8 Demolition permit fee - The demoidon fee is not currently on Rate Table C,
rather it is m our permit data base as other buddmg fees establshed by the
International Code Councd (ICC) are However, unlike other buddmg fees, the ICC
does not establish a demolition fee rate The demoltion fee is intended to cover
mspection costs The current demoltion rate of 3 cent per square foot was
established by the Cty in 1998 The proposed change would maintam the base rate of
3 cent per square foot and establish a mrnmum charge to cover the inspection cost

The Parks & Recreation Deparhnent is highly appropriate to be a recipient of funds from the
Lodgmg Tax The Department mamtams a very sigmficant -- and highly visible -- portion of the
pubhc spaces m downtown Bremerton Moreover, m a time of decreasmg budgets, the
Deparhnent's responsibilrties are mcreasmg
The Department's responsibilities affect
. Boardwalk,
. Krtsap Conference Center,
. Fountain Park,
. Naval Museum,
. Memorial Plaza,
. Tunnel
. Pacific Avenue Streetscape
All of these venues enhance visrtors' experiences, and some are of hmrted mterest to Bremerton
residents
Any attempt to skimp on the upkeep of these venues will be immediately visible and reflect
negatively on the City as a place to visrt, do busmess or reside
Attemptmg to fund these tasks from withm the current budget will penalize City taxpayers
through further reduction of recreational programs
For these and other reasons, I urge Council to allocate a substantal amount of fundmg from the
Lodgmg Tax to the Parks & Recreation Deparhnent

Subect. Proposed 2011 Budget and Beyond
I have follow-up questions related to discussions held durng Monday's councd meeting/study session
A Water Utdity
1 How much would a one (1) percent mcrease m water rates cost the average rate payer per biling cycle
or per year (Assuming rate increases to take effect Jan 1, 2011 )
$ 0 35 per bdling cycle
2 How much revenue wouid be generated with a one (1) percent increase to water rates (Assuming rate
increases to take effect Jan 1, 2011 )
za;eee- 77, D O O
B Ail Funds
1 How much could be saved by requiring that non-represented employees pay ten (10) percent of the
premium cost for employee-only coverage starting in 2011
The savmgs would be $26,000 However, BMC 2 50 070 provides that "A manager or staff member
11/30/2010
covered by this program has the same medical and dental insurance plans, coverages and premium
payments made avadable to him or her as are granted to the represented employees employed in his or
her department" in addition, the medicai msurance premiums proposed by KPS assumes Grandfathered
status in 2011 A change in employee contribution could negate this status Conversion to non-
Granfathered status wdl require benefit enhancements that wdl affect the renewal rates
2 What happens if the Councd denies non-represented employees the 2% COLA
Currently non-represented employees have voluntardy opted for furloughs or other pay concessions that
exceed the value of the 2% COLA by over $25,000 Fadure to receive the COLA most likely would result
in those empioyees rescinding their offer for concession and actually mcrease total personnel costs
3 What methods does the Administration plan to employ to avoid "pay/salary compression" cited as a
reason for awardmg everyone a 2% COLA
The Admmistration has proposed to provide the same COLA to nonrepresented employees as to the
represented employees to maintain the differential befinreen the managers and the employees that work
for them
4 What happens f our revenues fad to grow to cover increases in the cost of city govemment, especially
in the area of personnel costs (e g salaries/wages, health insurance costs, PERs costs, etc )
This has been the reality for the past several years The economic downturn has oniy exacerbated the
problem The response has been reductions in staff, reorgarnzation for mcreased efficiency, reduction m
services, deferral of mamtenance on city facdities, etc The issue of rising personnel costs particularly wdl
be addressed during 2011 as all bargaining unit contracts wdl be up for renewal effective 1M/2012
5 A councd member suggested fully funding the Police Dept Community Resource Officer How much
would this cost Assuming no additional revenues (e g landlord license fees) or corresponding cuts m
other areas, would this move simply reduce our GF ending fund balance or might there be other
ramifications
The cost to fund the addtional 3 FTE would be $21,950 Assummg no other offsetting cost
reductions the GF ending balance would be reduced by that amount
6 What legal/financial obiigation does the Councd have to approve the Lodging Tax allocations made by
the Lodging Tax Committee
Councd has the authonty to make changes to the recommendations of the advisory committee as long as
the changes meet the legal requirements for the use of lodging tax funds
7 What legal/financiai obiigation does the Council have to fund the operation and maintenance of
downtown Parks facdities and streetscapes?
The city has no legal obligation to maintain those areas beyond safety concerns The public's mvestment
m those assets will deteriorate rapdly without at least a mmimal level of maintenance
Thanks,
Roy

Subect LODGING TAX COMMENTS FOR WSSEF
Dear Committee members
Thank you for your generous support of the Washmgton State Science and Engineering Fair (WSSEF)
Based on conversations durmg and after the allocation meeting many statements were made which
contamed many "factual statements" that were misinformed, I am submitting this email for
clarification
In response to printed material being obsolete, in 2002 / 2003 the WSSEF utdized an all electronic means
to market and "advertise" the Fair, our attendance -- your tourists -- decreased by 30% that
year Mailings and printed material are better accepted by our target audience at this
time Additionally, the International Science and Engineenng Fair ( ISEF) requires a pnnted flyer
be available
Up until 2010, 100% of our operating budget went directly to the activities of the Fair and not to
administrative costs since our board is made up of 100% volunteers, unlike other recipients of lodging tax
dollars whose admmistrative costs exceed 60% This year, due to a rapidly expandmg participation in
the Fair, we have added a marketing/funding manager This is the only administrative position the
WSSEF has and accounts for 6% of our cash budget, but a 100% of our marketing efforts
In response to why should we fund the WSSEF since schools and school districts provide funding to the
teachers and students, for the most part our participants (students and teachers) do not receive fundmg
support from their school or school district In the past there may have been funding avadable, but with
the termination of funds so has the participation A good example would be the Selah school district
which provided 3 buses to the WSSEF, once funding for the buses stopped we lost over 100 student
participants With increased marketmg and beginning this year, the WSSEF is helpmg to offset some of
the teachers expenses by providing a travel stipend for which they can apply, our
numbers are increasing
We are the only organization which has supplied real supportive data of how many room nights and
expenditures our fair has generated, as well as what other tourist venues our participants visit
