That there shall be asses�ed a�ainst that portion of the property 1y3ng betweer the termini of said improvement and extending beck Prom the ma rginal lines of each of said streets so improved to the middle of the bloek on each side thereof, which distance back shall be at least 90 Peet from said street mar�in, in the mode prescribed by Section 13, Chapter 98 of the 3e�sion Laws of the State of Washington for 1911, and SeotiUn 2, Chapter 168 of the Session Laws oP 1915, af said stute, the cost of said improvement, egeept such ae may be borne by the general fund an8 except such as may be borne by any department or aaministration oP the IInited States Government, and ezeept such ae may be borne bq any department or administration of the State af �lashington or the United States Government for relief or other purposes. The City Clerk be and he is hereby direated to give notice o�' the date of sual� hearing to each owner or reputed o�ner of ang and all lots, t racts, or pa reels of land, or other property specially � enef i ted by the improvemen t, by mai ling to the owner or reputed owner of the property, as ahown on the tax rolls of the oounty treasurer, at the address shown thereon, a notice e�ttin� forth the na�ure of the proposed improvement, the total estimeted cost, and the estimated benePits to the partioular lot, tract or parcel, and the date of the hearing beforethe city commission e� least 15 days be�'ore the date �ized herein for suQh hearing. a a Section 6.
