CITY COUNCIL BUDGET SESSION MINUTES �
Thursday, November 4, 2010
The Budget Session of the City Council of the City of Bremerton was called to order in the Council
Conference Room, Room 603 of the NORM DICKS GOVERNMENT CENTER located at 345 6 Street,
Bremerton, Washington, Thursday, November 4, 2010, at 4:00 PM, with Council President Nick Wofford
presiding. Council members present were Will Maupin, Carol Arends, Dianne Robinson, Greg Wheeler,
Roy Runyon, Adam Brockus, Cecil McConnell, and Jim McDonald. Legislative Assistant Lori Smith was
present to provide staff support to the Council.
President Wofford announced that the 2011 Budget Session was for the Council to hear presentations
on the proposed budget. It was further announced that this Budget Session was open to the public, but
there would be no opportunities for input or participation; that no action will be taken, and the content of
these items is subject to change.
Cathv Johnson, Interim Financial Services Director, presented information regarding the proposed 2011
Budget for the City of Bremerton, with an overview of the Financial Challenges; Budget Process; 2011
Budget Considerations; the General Property Tax Levy; EMS Property Tax Levy; Personnel; 2011
Revenue; the "General Fund"; Expenditures; and Fund Balance. Staff then provided presentations on
their Departments as follows:
1) Mayor/Executive
2) City Council ,
3) Financial Services; City Clerk, including Police &,Fire Pension; and Human Resources
President Wofford called a 15-minute break from 5:30 to 5:45 PM...
4) City Attorney's Office and Risk Management �
5) Municipal Court; including Trial Improvement
6) Department of Community Development; including Abatements, CDBG, and 1% for the Arts
7) City Auditor
8) Law Enforcement; including Police Special Projects Fund
9) Fire and EMS
10) Parks & Recreation
With no further business, President Wofford adjourned the Study Session at approximately 7:45 PM.
