RE: City of Bremerton Westside WWTP Outfall Dispersion Memo
Dear Bill:
This letter serves as a contract for services with the City of Bremerton (The City) for the research
and evaluation of data and a memo of response to the Deparhnent of Ecology (DOE) in regards to
the Bremerton Westside WWTP outfall effluent dispersion. �
The memo of response to DOE shall include the use of Walter Frick's (EPA) spreadsheet to
establish the zone of intermediate mixing. Establish if the chronic mixing zone is outside or inside
the intermediate mixing zone. If it is inside the zone, then the use of a higher dispersion
coefficient is warranted. If not, use the Brooks equation with typical low values of dispersion
coe�cient to predict dilution factor at edge of chronic mixing zone.
Once the research and evaluation of the data is completed, submit a final memo to Anise Ahmed,
at the WA Department of Ecology for approval. The City of Bremerton authorizes a fee of
$4,000.00 for the Outfall Dispersion Memo and associated discussions with the WA Department
of Ecology.
