SUMMARY: The existing WEMCO grit classifier has reached the end of its mechanical life, and
needs to be replaced with a new unit manufactured by the same company, due to area and piping
constraints. The grit washer is an integral piece of equipment that washes the grit of organic material
before it is transported to the landfill. The purchase of the new WEMCO grit classifier was budgeted
in the 2010 Wastewater Capital Budget. We propose to purchase the WEMCO Grit Classifier from
APSCO Inc. for the price of $52,000 (includes tax and freight). To fit any other unit into this area
would add approximately $25,000 to the budget for a renovation to the room, plus the added cost for a
different unit.

FISCAL IMPACTS (Include Budgeted Amount): The cost for the purchase of the WEMCO Grit
Classifier (Hydrogritter) is $52,000 (includes tax and freight) and is budgeted through the 2010
Wastewater Capital Budget 594.3535 - 56430.

RECOMMENDED MOTION: Move to pass Resolution No. authorizing a sole source
purchase of a WEMCO Grit Classifier for the Westside WWTP and further authorizing the Mayor to
finalize and execute an agreement with APSCO Inc. for the purchase of the WEMCO Grit Classifier
with substantially the same terms and conditions as presented.
