'WHEREAS, due and legal proceedings were had by the City Council
of the City of Bremerton, calling for special election in said city
to deteriine whether or not the legal voters of said city would adopt
the Commission form of Government as prescribed by the statutes of the
State of . Alshington, and said election . :is hf.d on the , ,(D d.:y of
September, .?.D. 1921, . and returns of said election duly canvessed, and
the s• id city council h ving found and declared by said e._.nvass that
a mpjority of the legal voters, voting at said election had voted for
the adoption of the commission form of government in the city of Brem-
erton, as prescribed by the statutes of the state of Washington, end
W R,]AS, due and legal proceedings were then had calling for
e primary election of the commission form of government for the pur-
pose of placing in nomination candidates for Mayor and candidates
for Commissioners under said comrnislAon forLi of government, which
election was held on the 31st dcl.y of October, '.D. 1921, according to
l :w. 'nd the city council of said city having canvassed the returns
of s_:id election and duly entered it's findings thereof, whereby E. J.
McCall and L_Iurion Garlg}nd were declared to be duly and regularly nom-
inated for the office of I:ayor of said city, and B. P. HL:rrison, T. O.
Buffington, mate LLvender and H. H. Bassler were duly and regularly
dedl " - red to be nomina.tedes candidates for the office of Commissioners
of said city, and

for the purpose of electing a mayor and two commissioners, under said
commis. ion form of government for the city of Bremerton, which election
was duly had on the 14th day of November, A.D. 1921, and the returns
of said election duly made, and the city council of said city having
duly and regularly canvassed the returns of said election and thereby
