SUMMARY: At the April 21, 2010 City Council Meeting, City Council approved creation of the
CDBG/HOME Programs Specialist position, which is authorized for funding in the 2010 Budget. In
response to funding constraints, the program will be entering into an Interlocal Agreement with the
Kitsap County Block Grant Division to share the costs of this position. This agreement will allow us
to further enhance our collaborative efforts through streamlining and consolidation of redundancies to
create effective administrative cost savings for both jurisdictions. At this time, the City's Block Grant
Program has filled its vacant CDBG/HOME Specialist position, and is now ready to move forward
with an agreement to share this position with the County.

and the City of Bremerton for CDBG Services, and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented. -
