PUBLIC HEARING
6A — ORDINANCE NO. 5119 TO SURPLUS AND TRANSFER PARK PROPERTY TO RIGHT-OF-WAY
FOR 11 STREET AND WARREN AVENUE INTERSECTION IMPROVEMENTS: Mike Mecham, City
Engineer, used a PowerPointO presentation titled "11 Street & Warren Avenue Intersection
Improvements for Safety and Mobility"to further explain the highlights of the project, which will require
additional property for the roadway. The Parks Board was consulted and issued an advisory report in
March 2006 recommending the Parks property located at 11` & Warren be surplused in accordance with
BMC 13.12.030 with a portion transferred to right-of-way and the remainder sold. City Council
authorized the sale of the former tennis courts portion of the property and deferred transfer of the
remnant portion of the property until further review was complete. The projects right-of-way plan was
approved by the Washington State Department of Transportation in March and the City is now acquiring
additional property needed for the improvements which includes completing the transfer.
President Wofford opened the public hearing to receive comments from the public...With no comments
the hearing was closed to the public and opened to the Council for discussion...
Mr. Runvon asked if the 200-ft. extension would be pervious or impervious pavement; questioned if a
less expensive solution to the problem was considered such as synchronized traffic lights all the way
down Warren Avenue; and whether the City's in-house architect would provide assistance with the
landscaping design; Mr. Mecham replied a soil investigation has not yet been completed but preliminary
indications suggest it will be pervious pavement; answered that synchronized traffic lights will be
considered in addition to this current plan, which came at the recommendation of a traffic engineer hired
to provide an assessment; and lastly that yes, the in-house architect was asked to provide assistance,
but it was his understanding that she is already working on a lot of other projects.
Mrs. Arends commented that the traffic seems to only be getting heavier and therefore felt this project
to extend the right hand turn lane onto 11` Street was very much needed.
Ms. Robinson asked if there has been any difficulty in obtaining the needed houses along Warren I
Avenue. Mr. Mecham responded no, that it has been straight forward. Out of five houses, the City
purchased two outright, and three are under contract.
