7B — RESOLUTION NO. 3120 ADOPTING CHANGES TO THE 2008 AND 2010 CDBG/HOME ACTION
PLANS: Marie Vila, CDBG Program Administrator, stated that on July 15, 2009, City Council approved
an amendment to the 2008 CDBG/HOME Action Plan concerning allocation of the City's CDBG-
Recovery (R) award, and on October 21, 2009, City Council approved the 2010 CDBG/HOME Action
Plan allocating of the City's CDBG award, both based on Citizen Advisory Committee recommendations.
Because CDBG-R funding must be expended in a timely manner and the Boys & Girls Teen Center
Construction Project has met with project delays related to site change, staff recommends switching its
funding to the 2010 CDBG allocation, and using the 2008 CDBG-R funds for Kitsap Community
Resources' (KCR) Weatherization Project, which already has experience handling CDBG-R funds, and
can meet the Housing and Urban Development's (HUD) expected expenditure timelines.
