SUMMARY: Gold Mountain Golf Complex, operated by the Department of Parks & Recreation, is
located on approximately 320 acres of land owned by the Department of Public Works & Utilities
through its Water Utility. An interdepartmental agreement has been developed to lease and provide
water for irrigation. This agreement combines and supersedes the previous lease and irrigation water
agreements. Land rental is in the amount of $4381.00/month with annual adjustments for CPI.
Irrigation water rate is in the amount of $0.83/hundred cubic feet with annual adjustments based on
the percentage change for commercial customers for the preceding year. Term of the agreement is
January 1, 2011 through December 31, 2020.

FISCAL IMPACTS: Rental and irrigation water usage will be paid to the Water Utility by Parks &
Recreation. Current annual cost for rental is $52,572.00. Irrigation water costs have averaged
approximately $65,000 annually.

RECOMMENDED MOTION:
Move to approve the Interdepartmental Agreement for Gold Mountain Golf Complex Lease and
Irrigation Water Supply between Bremerton Public Works & Utilities, through its Water Utility, and
Bremerton Parks & Recreation Dept. and authorize the Mayor to finalize and execute the agreement
with substantially the same terms and conditions as presented.
