Dear Bill: 17us letter seaves as a contract for services with the City of Bremerton (The City) for the completion of flie NI'ixing Zone Study, Reasonable Potential Analysis, and Tier II Anddegradation Determination for the Westside W W'I'P. The specific scope of work shall include the following work items: 1. 2. , : •3: .. 5. 6. 7.. Completion of the mixing zone modeling update vsing eluent flows mid other design ariteria as approved by Ecology in the 09/10/04 email to Matt DeBoer. The City of Bremerton shall provide aIl efluent priority pollufant data (ammonia, chlorine, metals, organics) collected since the previous mixing zone study (2002-2006). .Determine,"r,esonab.apotential" to exceed water quality standatds for priority pollutants at acute, chronic and human health mixing zone boundaries. (uantify the "estunated.c}m►ge X the dge..of.the chronic miung zone" for the proposed action for the parameters in the table provided in cology's Antidegradation Guidat►ce. Deternrine whether the "measmable degradation" metric in the Antidegradation Guidance is met. If there is no potentiat for ,nneasurable degradation, form the basis for a statexnent of compliance with the Antidegradation requirements. Provide a letter report mmariing all of the above for submission to Ecology. The City of Bremerton authorizes a fee of $11,'700.00 for the mixing zone study, reasonable potential analysis and Tier II antidegradation determination. ?"— If Cosmopolitan Engineering Group agrees to the above terms, please indicate cceptance by signing below where indicated.
