The City of Bremerton (City) has received a Climate Showcase Communiues grant from the US
Environmental Protection Agency to complete a comprehensive master plan and planned action EIS for the
South Kitsap Manufacturing and Industrial Center. Key project objectives include economic development
and job creation; protection of natural systems, reductions in greenhouse gas emissions and increased
sustainability; and development of innovative and sustainable infrastructure. The City is also seeking a public
outreach effort that is inclusive and provides transparency in the planning process. In order to meet the grant
requirements and the City's schedule, this project is andcipated to be complete by January 2012.
The City has retained rhe Blumen Consuldng Group team (Consultant) to provide consuldng services to
support this project. This scope of services (Exhibit A) describes the tasks, roles and responsibilities and
assumptions associated with completion of tasks for this project. Exhibits B and C provide the project
schedule and budget, respectively.
Task 1: Project Initiation
.......................................--------------...............................................--------------------------........................_
1.1 Conduct Project Kick-off
Consultant will facilitate a workshop with the project team, including City staff, to discuss fundamental
project goals, approach, constraints and opportunities. The workshop will specifically address:
• Desired outcomes and goals for the project
• Elements to be included in the project
 Inidal project priorities
• Potential challenges that may impact project progress and goals
• Data needs
• Alternative scenarios
The workshop will also address administrative process to ensure a well-run project, including the
following:
• Planned work products
• Schedule and key milestones
• Roles and responsibilities
Final scope of services and budget
• Steps to ensure compliance with the EPA Climate Communities Showcase grant
1.2 Refine public outreach and visioning strategy
Public outreach will be focused on two tracks:
General outreach within the region (City of Bremerton, Kitsap and Mason counties) at key project
milestones to promote awareness and encourage review and comments; and
• More focused outreach and collaborative problem solving with SKI11 property owners, affected
stakeholders and agencies.
Consultant will meet with City staff to understand existing public outreach practices and lessons learned
from past projects. This meeting will include a review of roles for City and Consultant, identification of
tasks where Consultant can provide the most value, and discussion of an outreach schedule that
integrates general outreach activides with more focused efforts to involve stakeholders that are most
direcdy affected.
07.13.10
Task 1 Deliverables:
Project charter describing priorities, desired outcomes and goals, project team roles and
responsibilities, schedule, and budget
Kick-off ineeting summary
Data needs list
Task 2: Feasibility/Suitability Analysis
---...------- ...............................--........_...........................................-----.....--------------------------------........._
2.1 Prepare market study
Consultant will prepare a market study addressing potential development opportunities in the study area.
The market study will provide regional economic context for SKIA strategies by identifying emerging
opportunities in Clean Technology and other green industrial sectors, as well as opportunities from all
industry sectors, to rank target industries. The market research will examine regional trends and forecasts
in the context of regional economic strategies to understand where regional priorities may shape industry
growth.
The analysis will frame SKIA's comparative advantages within the region with both near-term and long-
term horizons. Near-term analysis will assess real estate market conditions to inform implementation
strategies and identify potential early successes for SKIA. Longer-term analysis will look at regional
trends and forecasts to understand how SKIA can participate in regional economic growth. Annual
absorption scenarios will link findings from near-term and long-term analysis to serve phasing of the
plan.
2.2 Prepare existing conditions analyses
Consultant will develop baseline existing conditions data for the elements of the environment listed in
Task 3.1. This baseline data will provide a starting point for considering potential options for sustainable
and green development patterns, identifying opportunities and constraints offered by the natural ecology,
land forms, and location of ecisting services. This information will also serve as the ecisting condidons
section of the SEPA Planned Action EIS.
2.3 Conduct suitability analysis
Built on the tenets of a McHarg-style, holistic analysis, Consultant will conduct a site suitability analysis in
which various environmental constraints to development are identified, classified and combined to create
a map of overall development suitability. The analysis helps guide the project team regarding
development opportunities and constraints for the study area.
2.4 Develop preliminary alternatives
Based on the findings of the market study, suitability analysis and other data, Consultant will prepare
alternatives for consideration in the master plan process and analysis in the SEPA Planned Action EIS.
The alternatives will include a description of the planning envelope of anticipated development in the
study area, building typologies, roadway network, and infrastructure improvements. Depending on the
findings of the market and suitability analyses, the alternatives may establish a phased development
schedule or focus on specific opportunity sites or desirables uses. One no-acaon alternative and two
acdon alternatives are assumed.
2.5 SEPA EIS Scoping
The Consultant will prepare a combined Draft Determination of Significance/Scoping Notice describing
the integrated Master Plan and EIS process. The City will be responsible for printing, distribution and
publishing of the scoping notice. A public meeting to invite comments on the proposed scope will be
conducted during the 21-day comment period (see Task 7.4). Following the close of the scoping period,
the Consultant and City will joindy review scoping comments and finalize the scope of the EIS.
07.13.10
Task 2 Deliverables:
• Market study
 Existing conditions analysis
• Land use suitability analysis
• Preliminary descripdon of alternatives for master planning and SEPA EIS review
• EIS Scoping document and notice for City printing, distribution and publishing
Task 3: Create Policy Framework
-------- - - -- ------------ - ------ -------------------------...... ...... ... _
3.1 Evaluate potential impacts of alternatives
Consultant will evaluate potential impacts associated with the alternatives. This analysis will inform the
development of preliminary master plan policies as well as form the basis for the Planned Action EIS
impact analysis. Although the scope of the environmental review will not be determined until scoping is
complete, this scope of services assumes inclusion of the environmental topics listed below. Following
the close of the Scoping Period, the City and Consultant will joindy determine whether there is a need for
a change in the environmental topics and tasks described below (see Task 2.5).
3.1. Natural Environment This category encompasses earth, water, and plants and animals.
Consultant will address these topics at a qualitative level. A thorough review of literature relating to
wildlife, fish, wedands, waterways, critical areas, geologically hazardous areas, water supply and recharge,
and hydric soils will be conducted. The Consultant will review GIS layers and other available data and
will conduct a field reconnaissance visit to verify conclusions.
3.2.1 Air Quality. Based on research conducted for the Washington Department of Commerce,
Consultant will develop an Air Quality Calculator quick response tool to quantify the emissions impacts
of the different alternatives. It is envisioned that this calculator will be rooted in the King County SEPA
spreadsheet, but based on the results of the Department of Commerce report, Consultant will make
revisions to increase overall accuracy. The Air Quality Calculator tool will also be enhanced to reflect
project-specific information regarding green development measures, innovative water treatment and
reuse solutions, and transportation measures proposed for the master plan.
3.1.3 Land Use/Plans and Polieies. Consultant will compare and evaluate the proposed amount, types,
scale and pattern of uses in comparison with the existing land use pattern. The analysis will include
consideration of compatibility of the proposed development with existing and planned development in
the surrounding area. Land use consistency with Bremerton National Airport operations will be
