2008 and 2010 CDBG/HOME Action Plans Department: DCD — Block Grant

SUMMARY: On July 15, 2009, City Council approved an amendment to the 2008 CDBG / HOME
Action Plan concerning allocation of the City's CDBG-R award, and on October 21, 2009, City
Council approved the 2010 CDBG / HOME Action Plan allocating of the City's CDBG, both based
on Citizen Advisory Committee recommendations. Because CDBG-R funding must be expended in a
timely manner and the Boys and Girls Teen Center Construction project has met with project delays
related to site change, staff recommends switching its funding to the 2010 CDBG allocation, and
using the 2008 CDBG-R funds for KCR's Weatherization project, which already has experience
handling CDBG-R funds, and can meet HUD's expected expenditure timelines.

RECOMMENDED MOTION: Move to adopt Resolution No.312D approving the amendments to
the 2008 and 2010 Community Development Block Grant Action Plans as described in Exhibit A, and
authorize the Mayor to finalize and execute the contracts with substantially the same terms and
conditions as presented once Hi1D has approved these Action Plan amendments.
