In 2010 the City of Bremerton awarded $100,000 in CDBG funds to Kitsap Community Resources for its Weatherization and Minor Home Repair project. Boys & Girls Club has delayed their project to conduct additional studies. The Club has now confirmed it will change the project site. The site change requires an amendment to the City's 2008 CDBG Action Plan. At this time it is unclear how the site change will impact the project's timeline. For this reason, the City is reallocating the CDBG -R funds to the KCR Weatherization project, which is ready to use the funds now, in exchange for KCR's CDBG award. This letter serves to notify HUD of these amendments and to summarize the steps taken to fulfill the citizen participation requirements as outlined in the City's 5 -year Consolidated Plan and annual Policy Plan. The City amends its prior -year Action Plans as follows: 2008 CDBG /HOME Action Plan: De -fund $133,193.70 of CDBG -R funding from Boys & Girls Teen Center Construction, and reallocate it to Kitsap Community Resources for Weatherization and Minor Home Repair Agency Project Funding Source Original Action Plan Amended Action Plan Boys & Girls Club Teen Center CDBG -R $133,193.70 $0.00 Construction Kitsap Community Weatherization and CDBG -R $0.00 $133,193.70 Resources Minor Home Repair 2010 CDBG /HOME Action Plan: De -fund $100,000 of CDBG funding from Kitsap Community Resources for Weatherization and Minor Home Repair and reallocate to Boys & Girls Clubs for Teen Center Construction. The following steps ensured this: - • The substantial amendment was advertised in the Kitsap Sun on June 21, 2010, opening a 30-day public comment period ending July 21, 2010. No comments were received. • Details of the substantial amendment were posted on the City of Bremerton public website. • The substantial amendments were presented to the public in a public hearing held July 21, 2010. • City Council approved the amendments on July 21, 2010. • All comments collected during the two public comment periods were accepted and forwarded to City Council prior to taking action on these items. There were no public comments regarding the KCR project, except for the applicant's comments in support of the project during the second hearing. Attached is Table 3 with additional project information for your records for each of the years impacted. Should you have any questions about any of these items, please do not hesitate call me.
