types of businesses to locate within Bremerton. Greg Wheeler reiterated that the 10% decrease
would now be equal to the rate charged by the County. Carol Arends spoke of her original concerns,
but will now support the action after it went through Committee and she had questions answered.
Adam Brockus announced that he supports this change but that he would be abstaining from the
vote because he worked as an Engineer on the building that has the card room.
Will Maupin added that this ordinance allows Bremerton to be competitive with other jurisdictions by
being more business friendly.

6C — ORDINANCE NO. 5117 AMENDING ORDINANCE NO. 5099 AND MODIFYING THE 2010
ANNUAL BUDGET Caroline Thompson Budget Analyst, pointed out that the Bremerton City
Council adopted the 2010 annual City Budget by Ordinance No. 5099 on December 2, 2009. But
ending fund balances for 2009 were lower than anticipated; and current revenue projections
anticipate a shortfall in budgeted revenue requiring a reduction in expenditure authority. The
amendment also incorporates council actions taken since the budget was adopted as well as
previously unbudgeted carryovers.
Dan Knoll expressed concern about the rumors that the City pool would either close or be leased to
the YMCA. He asked about other options that were being considered and hoped the public would be
included in the process.
Chris Warthen Parks & Recreation Commissioner, appreciated that the City must pass a balanced
budget but asked the Council to please not do so by sacrificing the City's Parks Department.
Ron McMann YMCA, acknowledged the outpouring of support for the City pool to remain under the
direction of the City, and that the YMCA was only interested in working together with the City to find a
solution that would be best for the residents. Jim Paige YMCA Board Member, echoed the
comments of Mr. McMann.
Carol Bashawn- Jackson hoped that the current negotiations can end with the pool remaining open
for use by the community.
Darlene Thoreau spoke in support of keeping the pool open not only to provide activities for the local
youth and adults, but to generate revenue for the City.
Cary Butterfield expressed comments in support of keeping the pool open.
06:20:50 Motion was made by Brockus; and seconded by Runyon... Council then began their
discussion...
Wyn Birkenthal clarified that no one wants the pool to close, but emphasized that the City is
currently discussing the option of a possible partnership with the YMCA to find the most cost efficient
way of keeping the pool open.
Roy Runyon explained that this action was necessary due to the recession, and the Council's goal is
to maintain basic services, with public safety as the priority; and also regrets the cuts that have been
required by the Parks Department.
Jim McDonald also acknowledged the difficulty with the cuts being made in the Parks Department
and hoped that the City can look at long -range planning to find longer term solutions.
Carol Arends agreed with most of the previous comments made and would like to see a partnership
worked out if it will mean keeping the pool opened and available for everyone.
Greg Wheeler thanked the members of the Finance Department, the Directors, and the Mayor for all
of their hard work in presenting a balanced budget; and recognized the sacrifices being made by all
City staff taking furloughs. He believed the focus needs to be on core services.
Adam Brockus agreed that this was not an easy process, but noted for the record that instead of
layoffs, the police and firefighters took a cut in pay to avoid layoffs. He asked if other groups that use
the pool are also being included in the discussions with the YMCA; and asked about any potential

changes at the Senior Center. Mr. Birkenthal responded that the discussions are as inclusive as
possible and staffing is being maintained at the Senior Center; and added that the level of customer
service has dropped at Sheridan Park due to cuts in staff.
Will Maupin discussed the difficulty experienced by the Council while going through this process to
balance the budget, especially while trying to not make cuts in the areas of public safety, but
recognizes that without parks, Bremerton would not be the community that it is today.
06:39:45 M /S /C /U (Brockus /Runyon) Move to approve Ordinance No. 5117 to amend Ordinance No.
5099 which adopted the 2010 Fiscal Year Budget.
