HomeMy WebLinkAbout0837 June 2010 Ordinance No. 873 passed on June 1, 1928 and signed as Ordinance No. 837 contained herein was scanned from a copy and cannot be certified as true and correct. It was discovered during the course of responding to a public disclosure request submitted on April 29, 2010 that there were two (2) ordinances passed with the number 873 in 1928. The first ordinance passed on April 11, 1928 and the second ordinance passed on June 1, 1928. City Council minutes from April 11 and June 1, 1928 support the passage of two ordinances with the same number. There is a lot of confusion surrounding Ordinance No. 873. The first Ordinance No. 873 closing a wharf was passed on April 11, 1928. The second Ordinance No. 873 naming streets and avenues was passed on June 1, 1928. Further research into ordinances and minutes from 1928 showed other numbering problems for ordinances in the months of June and July although those problems appear to have been corrected based on notations left in the records. There are no notations in the records regarding the two ordinances numbered 873. When all of the City's ordinances were scanned into LaserFiche, only the first Ordinance No. 873 which passed on April 11, 1928 was filed in the official record book. The record books have since been sent to the Washington State Archivist for permanent storage. To date, no other original ordinances have been found filed in any other location. The passage of the second Ordinance No. 873 naming streets and avenues can be verified by City Council minutes but there is no original of that ordinance. Engineering has a copy of the ordinance but the number had either been transposed or changed to 837 after it was passed. Even if the number was simply transposed, there already was an Ordinance No. 837 which was passed on May 19, 1926 creating a LID on Highland Avenue. z z ORDIPdANCE No.837 An Ordinance relating to the naming of streets and avenues in the City of Bremerton, dashington, adopting a system of numbering buildings and repealing all Ordinances or parts of ordinances in conflict with this ordinance.
