Enabled the City to obtain Remedial Action Grant Funding for the clean- up and other work outlined in the Agreed Order; • Remediation Cost to Date = $1 • Grant Reimbursement to Date = $1 (90% of Cost) . Provided a mechanism for Ecology acceptance of the clean -up for park construction permit approval. Agreed Order Process and Requirements The 2007 Agreed Order obligated the City to the following: . Develop & Implement a Work Plan for Site Cleanup In Process • Work Plan Complete . Remedial Investigation /Feasibility Study In Process • Interim Action (2009 Remediation work) Complete . 1 -yr of groundwater sampling to confirm Complete by Aug 2010 clean -up &commitment for additional sampling • Final RI /FS report Complete by Dec 2010 • Draft Cleanup Action Plan Complete by Dec 2010 Remediati Status Upper yard contamination was N concentrated; remediation was by excavation and backfill: • Cleanup is complete .f =. • Residual contamination in - ._ groundwater is below MTCA A threshold Lower yard contamination was R= . sporadic, remediation was in -situ bio- remediation A3 •Soils were mixed 14 -ft deep Y 1 , al ;' ; •• r - ". , Chemical oxidation will continue ,.. Agreed Order -Next Ste ps A second Agreed Order has been requested by Ecology that is expected to include: . Implementation of the Final Cleanup Action Plan • Quantify the long -term Groundwater Monitoring • Quantify the Institutional Controls • May include additional ORC injection in higher contamination areas if levels remain high —could occur following park opening The work under a second Agreed Order is expected to total $300,.000. Ecology staff have indicated a willingness to concurrently execute a second Remedial Action Grant to help fund the work. Staff will coordinate the least cost alternative and present this to Council for consideration in the future. Park De velop meat Staff developed a plan to construct minimal site improvements to open the site to the public in 2011, which includes: • Site clearing, grading and grubbing (2010) . Removal of the unused power poles (2010) 2 to 4 -ft of fill to stabilize the lower yard (2010) . Manufactured topsoil (Tagro with sand mix) and hydroseed (2010) . Remove fencing, install some split rail fence for safety & open park (spring 2011) •, ' '",#*`,°,',: •c, y _ r 4 1 fi !.,-.- :U i . • '.-3 d: r. m>k_`.4? ^ „nyr':'A. _RC.
