SUMMARY: The City of Bremerton is responsible for payment and reimbursement of inedical
expenses incurred by Law Enforcement Officers and Firefighters who retired under the LEOFF 1
pension plan. The City Clerk's Office received three proposals to provide payment services; Kitsap
County's proposal came in several thousand dollars below the other two proposals.
Based on the last two years claims history, this contract will cost approximately $12,000 annually.
The City Clerk's staff will still handle irregular claims and insurance payments. This agreement will
provide another opportunity for local government to pool resources for providing similar functions.
This service currently costs the City approximately 40 hours per month in staff time, along with
postage expenses.

RECOMMENDED MOTION: Move to approve the Intergovernmental Cooperative Purchasing
Agreement with the Washington State Office of Procurement and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
