SUMMARY: The Block Grant Program customarily relies on two full time staffmembers—Program Administrator,
who manages the program, and Program Coordinator, who supports all program functions. The Coordinator position
is at Pay Band 10 of the Professional Confidential and Fiduciary Pay Plan. The position is currently vacant and
authorized in the 2010 Budget. The Mayor has authorized filling the position at this level. However, in response to
current funding constraints, the program will be entering into an interlocal agreement with the Kitsap County Block
Grant department to share the costs of one staff member. The shared staff member will not have the full range of
responsibilities of the existing Coordinator position, and therefore staff proposes to create a new position, Block Grant
Specialist, at a lower pay rate.
The new Block Grant Specialist will be paid at Pay Level 7, Rate l, starting at $51,816.72. Block Grant staff is fully
funded through federal grants; no General Fund resources will be impacted. This change will save the City's Block
Grant prograrr► money through efficient interlocal collaboration, a lower pay rate and fewer City-paid hours per week.

FISCAL IMPACTS (Include Budgeted Amount): Pass-thru funding from the Department of
Housing and Urban Development to the City of Bremerton for the newly created position. Funds for
the higher-paid Coordinator position are already in the approved budget, and will be re-budgeted for
the Block Grant Programs Specialist.
