SUMMARY: Chief Craig Rogers had originally submitted a Voluntary Separation request for 2010. At my request, I
asked him to consider staying on for another year until approximately April 1, 2011. He agreed to my request, however,
put forth a request for my consideration in lieu of the 2010 Voluntary Separation Program. As a LEOFF I employee, his
pension from the State will be based on his actual salary being paid when he retires. Had he retired in 2010 under that
program, the City's cost including the incentives and his accrued leave payouts would have been $128,543. He does not
want the incentive pay which totaled approximately $60,232 and he will have reduced the vacation payout from $45,923
to approximately $24,164 by usage of vacation leave. Assuming a 2% COLA for 2011, he is requesting 14.75% in
longevity added from 1/1/2011 thru 2/18/2011 which will cost us approximately $2,617, and an additional 14.75%
longevity from 2/19/2011 thru 3/19/2011 which will cost approximately $3,746, for a total additional payroll cost of
$6,363 in 2011. The total pay and leave accrual payout for 2011 will be approximately $60,597 for a total savings of
$67,946 had he retired under the 2010 program. Agreeing to these terms will not impact any current LEOFF I retirees,
since no one else will meet the criteria of 34 years employment with the City and also having served for five (5) years as
Chief of Police. I recommend approval of the terms of his separation as outlined above.

RECOMMENDED MOTION: I move to appro e the terms of a 2011 Voluntary Separation Agreement for
Chief of Police Craig Rogers as presented and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
