SUMMARY: On March 24�', Engineering staff were notified the City has been selected to receive a
grant from the EPA to develop a Comprehensive Watershed Plan for the Gorst Creek Watershed. The
Watershed Plan is a multipart program to adopt land use regulations that will guide sustainable
development within the watershed. The watershed plan will be developed with Kitsap County as a
partner to ensure all project deliverables are coordinated between the two jurisdictions. The final
application is due to EPA on Apri18, 2010.

FISCAL IMPACTS (Include Budgeted Amount): This project is not in the 2010 budget, a budget
amendment will be required which will be proposed when the grant is presented to Council for
acceptance. The non-reimbursed 2010 expense is estimated at $22,000.00, in in-kind staff match.

RECOMMENDED MOTION: Move to authorize city staff to apply for a$659,477 grant from the
United States Environmental Protection Agency (US EPA) and authorize the Interim Director of
Public Works to sign as the Authorized Certifying Official for the City of Bremerton.
