SUMMARY: Requests for Statements of Qualifications (SOQs) were sent to twelve forestry
consulting firms for timber marketing services in mid-February. Four SOQs were received by the due
date of March 5, 2010. Interviews with the four respondents were conducted on March 11, 2010 by �
City staff. For harvest units selected by the Forestry Manager, the scope of deliverable services
includes the primary task of obtaining the highest practical log prices from domestic log markets and �
arranging for harvesting and hauling operations. From the submitted SOQs and interview, City staff
has determined that Lusignan Forestry, Inc. of Shelton, WA has the necessary experience and
expertise to provide services as detailed in the Professional Services Agreement Exhibit "A" Scope of
Services.
For these services, the consultant will receive 5% of the gross log price as detailed in the Exhibit "B"
_ Fee Schedule.

FISCAL IMPACTS: Consultant compensation will be paid from future timber proceeds at the rate
contained in Exhibit B Fee Schedule.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement between the City of Bremerton and Lusignan
Forestry, Inc. and authorize the Mayor to finalize and execute the agreement with substantially the
same terms and conditions as presented.
