SUMMARY: This is an Interlocal (ILA) agreement between the Cities of Bremerton, Poulsbo,
Bainbridge Island & the Port of Bremerton, so that they may work as partners to pursue a two-year
Resource Conservation Management (RCM) Grant, from the Washington State Department of
Commerce. If the partners aze successful in receiving this Grant, it will be utilized to start a Resource
Conservation Management (RCM) Program, to serve all parties.

Move to approve the Interlocal (ILA) Agreement between the Cities of Bremerton, Poulsbo,
Bainbridge Island and the Port of Bremerton, for Resource Conservation Management Services and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
