SLIMMARY: The City is moving forward with the construction of the UV Treatment Facility and
the project requires the relocation of approxunately 700 feet of direct bury power lines. This work
must be done by Potelco Inc. as a subcontractor to PSE. The City has submitted an application to PSE
for this work and has received a letter agreement from Potelco with an estimate of the cost and an
easement for the relocated utility. The estimated cost of the work is $32,933.27 and will be
completed in coordination with the Site Preparation contractor currently under contract.

FISCAL IMPAC�'S (Include Budgeted Amount): The total project cost is estimated at $7,240,000.
The City has been offered, and has accepted, $6,060,000 in forgivable principal Drinking Water State
Revolving Fund (DWSRF) loan funds for the work. The 2010 budget for this project is $5,640,000.

RECOMMENDED MOTION: Move to approve Contract with Potelco for Puget Sound Energy
Power Relocation and Easement for Relocated Utility and authorize the Mayor to finalize and execute
the agreement and easement with substantially the same terms and conditions as presented.
