SUMMARY: Sealed bids for construction of the project titled "Bremerton UV Treatment Facility"
were opened on January 19, 2010. The Engineer's Estimate for this project was $3,550,000 for
Preference jaand $4,250,000 for Preference, I! Six bids were received for this project. Prospect
Construction Inc. was the lowest responsive, responsible bidder with a bid of $3,541,113.00 for
Preference 1(including estimated sales tax). Prospect Construction Inc. was also the lowest
responsive, responsible bidder with a bid of $2,942,972.00 for Preference 2(including estimated sales
tax).

FISCAL IMPACTS (Include Budgeted Amount): Construction of this project is funded by Federal
Stimulus monies from the Drinking Water State Revolving Fund American Recovery and
Reinvestment Act of 2009 (DWSRF ARRA). The total project cost is estimated at $6,315,000. ,�-� The
remaining funding of $300,000 will come from rate funds. $1,240,000 of rate funds were budgeted
for this project in the 2010 budget.

RECOMMENDED MOTION: Move to award a contract in the amount of $3,541,113.00 (including
sales tax) for Preference 1 with prospect Construction Inc. for construction of the project titled "IIV
Treatment Facility Contract" and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
