DWSRF Loan Amendment B for the UV Department: PW&U, Engineering

SUMMARY: The City has accepted an ARRA DWSRF "forgivable principal loan" in the amount of
$6,060,000. The loan�agreement rcquires that ail activities identified in the scope of work for the loan
is• either under signed construction contract or accepted as Force Account by the City of Bremerton: no
later than Febru_ary 17, 2010. If neither condition has been met then the City will he considered
ineligible for these funds. As a result, the Department of Health has mandated that in order to meet
the Febraary 17, 2010 deadline, the City must adopt a resolution which� allbws the City to complete
the work by Force. Account or under;signed construction contract.

FISCAL IMPACTS (Include Budgeted Amount): T'hese funds are necessary for-the Ulfraviolet
Treatment Facility Project to be designed and constructed. This loan will provide $6,060,000
(including a loan fee of $60,000 which is to be paid over a 5-yeaz period at 0.00% interest) of the
estimated $7,240,000 required to complete this project. All costs incurred which exceed $6,000,000
shall be funded by the Water Utility Fund.
