The original contract amount was $2,251,278. We executed Change Order #1 for $21,702 in June 2010. This final change order (#2) is for $78,524 and includes Work Change Directives #12 to #26. The table on the following page explains and justifies the Work Change Directives in Change Order #2 that exceed $2540. ., There are two primary factors that have contributed to these extra costs: 1. Design oversights. This project was designed quickly in order to meet ARRR► funding deadlines, therefore more design-related errors_are anticipated than in a typical project. , 2. The need for additional construction to facilitate connection to the Southwest Bremerton Force Main (SWBFM) project constructed in 2008. Note that the total extra costs for the entire pump station were 4.5%. As a rule of thumb, changes totaling 10% of the contract base cost is typical, therefore the Engineering Department did well in controlling the costs on this project. If you have any questions, please feel free to call me at x 2312. Gorst Pump Stations SB-3 and SB-4 Page 1 of 2 Change Order#2 Justfication Summary Memo November 1, 2010 ' CHANGE ORDER #2 — SUMMARY OF MAJOR CHANGES* WCD # Amount Justification 13 $2,807 Rearrange valving in S83 and S84 valve vaults. The valves as designed were in an incorrect configuration. The diaphragm valve should have been located between two gate valves. This was not recognized until after they were installed. This was recognized by the City Wastewater Treatment Plant P staff and the chan e was made. 14 $7,128 Cut in two gate valves on 8" Soufhwest Bremerton Force Main. This was added because the SWBFM project did not include this. The benefit of these gate valves is to provide isolation of the force main about midway between the Gorst pump stations and the WW'fP. The benefit of isolation valves is for maintaining the force main in the event of failure or cleanin . 15 $21,660 Hot tap Crosstown Pipeline at WWTP and connect 8" PVC force main. The SWBFM project terminated one of the 8" PVC at the 1NWTP with a cap. This project made the final connection to the large main pipe coming into the treatment plant so that all three SWBFMs can be used as needed. 17 $8,099 Raise S84 building footing by 8". The building elevation in the design was incorrect (too low). The City made an adjustment based on actual field elevations, but this was also too low. Therefore, the entire foundation needed to be raised 8" using additional concrete. The cost was due to the formwork, steel, raising conduits, placing concrete, design and placing additional crushed rock. 19 $2,626 Anti-grafi coating for building exteriors. This was added at the request of the VWVfP staff to allow easy removal of graffiti on the exterior of the buildin . 22 $10,690 Electrical seal-off installation at buildings. The design showed air gaps at the building for the conduits prior to entering electrical panels. However, the Department of Labor and Industries considered this a code violation and would not allow this. A change was required to use seal-offs. 14 conduits were involved in this chan e. 24 $8,643 Recirculation pipe at S83. This was added at the request of the WW'fP to assist in the start-up operations and to provide a redundant b ass i e at SB3. * Work Change Directives greater than.$2500.
