SUMMARY: On May 20, 2009, the City accepted $6,102,550 in Loans and Forgivable Principal
loans (Grants) to design and construct the Gorst Sewerage and Gorst Septic System Abandonment
Projects. During design, it became obvious that the available funding would not be suff cient to
construct the entire collection system; therefore the bid scope was broken into a base bid with several
alternatives. On December 2, 2009 the City Council awarded construction of the base bid, and
approved acceptance of additional Forgivable Principal Loans. Subsequent to this award, the
Department of Ecology offered an additional $80,631 in loans, and $591,294 in Forgivable Principal
Loans (grants) to construct additional project scope, and indicated that additional funding may be
forthcoming. The requested action before the City Council is approval of up to $175,000 in additional
loans for construction of the Gorst Sewerage and Gorst Septic System Abandonment Projects.
