RCW 84.55.005(2)(c) allows for the taxing jurisdiction with a population of 10,000 or over to use a limit factor as the lesser of 101 percent or 100 percent plus inflation. Currently the taxes levied in the City of Bremerton in 2009 for collection in 2010 will decrease except for the amounts resulting from new construction and improvements to property, and any increase in the value of state-assessed utility property. RCW 84.55.0101 provides for use of a limit factor of 101 percent or less with a finding of substantial need by a majority plus one vote of council members. The City general fund revenues are decreased from 2008 for the second consecutive year. The additional property tax authority will provide funding to be used for public safety, street maintenance, and preservation of the City's other basic, core services. ATTACHMENTS: Draft Ordinance FISCAL IMPACTS (Include Budgeted Amount): The estimated net increase in the 2010 general property tax levy, if the resolution is approved, is $111,761 (Increase of $60,491 versus decrease of $51,270). The maximum EMS levy rate of $.50 is estimated to be levied in 2010 regardless and will not have any financial impact in 2010. The estimated additional authority of $15,424 will carry forward to future years for purposes of determining the maximum EMS levy authority. APPROVALS: DEPARTMENT DIRECTOR: CITY ATTORNEY: _.
