SUMMARY: The action before the Council is to conduct a public hearing and the consideration of
the 2009 Comprehensive Plan Amendment Docket. The amendment docket contains both
comprehensive plan text and map changes and are summarized as follows: 1) Cartographic updates to
the Official Land Use Map, 2) Text update to the City Services Element and Appendix reflecting new
data and information in previously adopted department plans and the adoption the their 2010-2015
Capital Improvement Programs, 3) Text update to the Transportation Element and Appendix
referencing the 2007 addition of the Non-Motorized Transportation Plan to the Comprehensive plan
and the adoption of the 2010-2015 Transportation Improvement Program, 4) Text update to the City
Services Element and Appendix adopting the new 2008 Stormwater Management Plan Update and the
2010-2015 Capital Improvement Plan, 5) Text update to the Transportation Element adopting the new
Commute Trip Reduction Program, 6) Land use map change for parcels north of Kitsap Way in the
Kitsap Lake Reserve Center.
