D EVELOPMENT BLOCK GRANT (CDBG) SECTION 108 GUARANTEED LOAN FOR
CONSTRUCTION OF THE BREMERTON BOARDWALK PROJECT: Marie Vila, CDBG Program
Administrator, explained that on August 26, 2009 staff announced to City Council the award of a
$1,750,000 HUD Brownfields Economic Development Initiative (BEDI) grant for the Bremerton
Boardwalk Project, and received permission from the City Council to apply for CDBG Section 108
Loan Guaranteed funding, a condition of accepting the BEDI grant. Staff has developed an
application which we present to Council for consideration and approval. If approved, the
application will be submitted to HUD for approval and inclusion in the City's 2010 CDBG Annual
Action Plan.
President McConnell opened the Publrc Hearing for comments...With no comments made the
Public Hearing was c/osed and opened to the Council for discussion...
05:45:29 The Main Motion was made and seconded, as discussion began by the Council...
Rov Runvon asked for clarification on several issues. Ms. Vila answered that Section 108-BEDI
funding may be used for private development and clean-up projects on private property; clarified
that the funding being discussed tonight can be used for the boardwalk project only; Section 108
funding can be used independently from BEDI as long as the projects fall under the CDBG
umbrella and include public benefits; once HUD approves the loan, Council approval will be
needed to accept that funding and permits will be needed for project work. At that time, which may
be in the 2011-2012 timeframe, the project could proceed or be stopped. That would also be an
appropriate time to review the Eco Northwest Study and potential economic impacts.
Mike Shepherd asked several questions regarding the permits and the permitting process; which
were explained by Public Works Director Phil Williams; and Mr. Shepherd also used this
opportunity to encourage staff from other departments to consider applying for these funds in the
future.
Dianne Robinson explained her perspective after reviewing this funding request from her position
as a member of the CDBG Advisory Committee, and felt strongly that this item should be done at a
later time because funding for paying the balance still owed after this loan is very "sketchy". She
has more questions and feels the money could be better spent in other areas of the City.
Brad Gehrinq explained this project has been underway for the last six years and there were no
other projects requesting these funds so this is not the time to be hesitant to move forward on this
project.
06:04:36 M/S/C (Arends/Wofford) Move to pass Resolution No. 3100 approving the CDBG Section
108 Guaranteed Loan Application for the Bremerton Boardwalk Project construction, and authorize
CDBG staff to submit the application to HUD for approval; authorize the Mayor to finalize and
execute the contracts with substantially the same terms and conditions as presented once HUD
has approved the application and all funding and permits have been secured.

Roy Runvon asked if there were any requests to support economic development. Ms. Elliott
answered that no requests for economic development related projects were provided.
Will Maupin thanked the members of the advisory committee for the many hours they spent
working on the review of these proposals, and for making tough decisions on how to allocate the
funds.
06:18:30 M/S/C/U (Robinson/Brockus) Move to pass Resolution No. 3101 approving the 2010
Community Development Block Grant Funding Recommendations and authorize the Mayor to

Rov Runvon asked for an explanation about "Adult EntertainmenY' businesses and how this would
affect Callow Avenue. Ms. Ward explained businesses on Callow Avenue are grandfathered in
and are considered "legal non-conforming". However, if the buildings were vacated for one year,
the use would no longer be allowed.

GENERAL BUSINESS
06:25:32 Mr. Maupin explained that since he is currently running for the position of Mayor he
would recuse himself from the next issue; but also he was not feeling well and did not want anyone
to get sick...
7A — ORDINANCE NO. 5092 AMENDING SECTION 2.03.010 OF THE BREMERTON
MUNICIPAL CODE (BMC) RELATING TO THE MAYOR'S COMPENSATION: Council Member
Roy Runyon stated that the current salary established for the Mayor is $117,671. Beginning
January 1, 2010, the Mayor's base salary will be reduced to $93,671 per year plus benefits as
provided to the management and professional employees of the City pursuant to Chapter 2.50
BMC.
There were no comments from the public...
06:27:52 The Main Motion was made and seconded, as discussion began by the Council...
Carol Arends believed it may be legal to bring this action up now, but believes it would have been
a better time during the budget discussion; mentioned that there are other areas the Council could
look at instead to save money; favored a salary study by a professional group to handle this
situation more fairly; and does not support the issue.
Mike Shepherd said the issue has actually been discussed for over a year during Finance
Committee and Study Session; and pointed out that his reasons for supporting this change include
1) during these difficult economic times, city employees have taken concessions and that the
mayor's position should be considered as well 2) both mayoral candidates have already stated
they would support the reduction and 3) this decision would demonstrate leadership.
Adam Brockus looked at the benefit of this action during the recession, and since a sunset clause
could not be included, he could not support the issue.
Brad Gehrinq looked at comparable salaries and positions in the city and believed it would be in
the right spirit to reduce this salary especially since other jobs are being cut; and offered his
support.
Roy Runyon discussed the Citizen Commission that sets the salary for Council Members and
possible Charter Amendments that may be reviewed next year.
06:42:31 M/S/F (Runyon/Shepherd) Move to approve Ordinance No. 5092 reducing the Mayor's
base salary to $93, 671 beginning January 1, 2010.
Voted in favor of Motion: Runyon, Shepherd, Gehring
Voted opposed to Motion: Robinson, Arends, Wofford, Brockus, McConnell
Motion failed: 3-Yes; 5-No
