within. 180 days from the date of such permit, or if this building or work authorized by such permit is
suspended or abandoned at any time after the work is commenced for a period of 180 days.

NOTICE - It is the responsibility of the permit holder, not the City of Bremerton or Building Official to see
to it that the required inspections are made. The permit holder must notify the Building Official when ready
for the inspections. Failure of the permit holder to notify the Building Official of required inspections may
result in the stoppage of the work until such time that the permit holder can substantiate to the building
official that the concealed work meets or exceeds code requirements. Any demolition, testing, or fmancial
burden shall be borne directly by the permit holder. Failure to substantiate code requirements will indemnify
the City against any and all responsibility or liability connected with the construction.

provisions of laws and ordinances governing this type of work will be complied with whether specified herein
or not. The granting of a permit does not presume to give authority to violate or cancel the provisions of any

(a) Storm water Best Management Practices (BMPs)
General: BMPs shall be used to control pollution from stormwater. BA1Ps shall
be used to comply with the standards in this Sectioll. BMPs are in the Manual.

Experimental BMPs: In those instances where appropriate BMPs are not in the cpr 1Ai.
Manual, experimental BMPs should be considered. Experimental BMPs are
encouraged as a means of solving problems in a manner not addressed by the
Manual in an effort to improve stormwater quality technology. Experimental
BMPs must be approved in accordance with the approval process outlined in the
Manual.
(b) Small Parcel Minimum Requirements
The following new development shall be required to control erosion and sediment
during constmction, to permanently stabilize soil exposed during constmction, to
comply with Small Parcel Requirements 1 through 5 below, and to prepare a
small parcel stormwater management plan:
. Individual, detached, single family residences and duplexes.
. Creation or addition of less than 5,000 square feet of impervious surface
area.
. Land disturbing activities of less than one (1) acre.
,./ (1) Construction Access Route
Construction vehicle access shall be, whenever possible, limited to one
route. Access points shall be stabilized with quarry spall or cmshed rock
to minimize the tracking of sediment onto public roads.
(2) Stabilization of Denuded Areas'
Soil stabilization: All exposed soils shall be stabilized by suitable
application of BMPs, including but not limited to sod or other vegetation,
plastic covering, mulching, or application of ground base on areas to be
paved. All BMPs shall be selected, designed and maintained in
accordance with (L'l as approved by the City. From October 1 through
April 30, no soils shall remain exposed for more than 2 days. From A1ay
1 through September 30, no soils shall remain exposed for more than 7
days.

(3) Protection of Adjacent Properties
Adjacent properties shall be protectedfrom sedime/~t deposition by
appropriate use of vegetative buffer strips, sediment barriers or filters,
dikes or mulching, or by a combination of these measures and other
appropriate BMPs.
(4) Maintenance
All erosion and sediment control BMPs shall be regularly inspected and
maintained to ensure continued perfonnance of tlleir intended functioll.
(5) Other BMPs
As required by the locsl plall approl'a1-authorit)' City, other appropriate
BMPs to mitigate the effects of increased runoff shall be applied.
c. Large Development Minimum Requirements
(1) New developmeilt
a. All new development that includes the creation or addition of
5,000 square feet, or greater, of new impervious surface area;
and/or land disturbing activity of one acre or greater, shall comply
with Minimum Requirements in Sections (c)(3) through (c) (1 3)
Compliance shall be demonstrated through the implementation of
an approved Storm water Site Plan consisting of a Large Parcel
ESC Plan and a PSQC Plan, as appropriate.

The applicant shall submit two copies of a site improvement and drainage plan
on 8~ by 11" paper showing the following:
o Provide the name, address, and phone number of owner or contact person.
o Designate north arrow, lot number and plat, address, date and street
name fronting structure.
o Show all proposed structures and any existing structures on the site.
o Locate and size all streams, swales or drainage channels on or within 2S
feet of the site which may involve or affect the drainage of the site to
be developed. Indicate all existing stormwater pipes.
o Indicate the direction and location of surface water runoff entering the
site from all adjacent property.
o Indicate what type of system(s) will be used to convey runoff away from
the proposed structures.
o Phase clearing so that only those areas that are actively being worked
are uncovered. From October 1 through April 30, no soils shall remain
exposed for more than 2 days. From May 1 through September 30, no soils
shall remain exposed for more than 7 days.
o Indicate where excavated basement soil stockpiles (if applicable) will
be located. The stockpile should be covered until the stockpile is
either used or removed. Piles should be situated so that sediment does
not run into the street or adjoining yards.
o Backfill basement walls, where applicable, as soon as possible and rouqh
grade the lot.
o Remove excess soil from the site as soon as possible after backfilling.
o Stabilize denuded areas of the site by mulching, seeding, planting, or
sodding.
o Adjacent properties shall be protected from sediment deposition by
appropriate use of vegetative buffer strips, sediment barriers or
filters, dikes or mulching, or bya combination of these measures and
other appropriate BMPs.
o If a lot has a soil bank higher than the curb, a trench or berm should
be installed moving the bank several feet behind the curb. This will
reduce the occurrence of gully and rill erosion while providing a
storage and settling area for stormwater.
o Construction vehicle access shall be, whenever possible, limited to one
route. Indicate the location of the construction entrance. Apply
gravel or crushed rock to the driveway area and restrict truck traffic
to this one route. Driveway paving can be installed directly over the
gravel. This measure requires periodic inspection and maintenance
including washing, top-dressing with additional stone, reworking and
compaction.

o Provide for periodic street cleaning to remove any sediment that may
have been tracked out. Sediment should be removed by shovelling or
sweeping and carefully removed to a suitable disposal area where it will
not be re-eroded.
o Inspect all erosion and sediment control BMPs installed regularly,
especially after any large storm. Maintenance, incluoing removal and
proper disposal of sediment should be done as necessary (generally when
one-half or more of the total capacity of the system is filled with
sediment).
For further information on small parcel BMPs, please see Chapter 11-5, Section
11-5.10.

Our office has received a complaint regarding your properties
located at 213 and 215 Constitution Avenue, Bremerton. The
complaint alleges that dwellings on this site have deteriorated
'and' pose a possible health and safety hazard. Allegations listed
in the complaint include doors often left open for days,
inoperable cars in front yard, junk and debris on premises, rats
emanating from the property, and general disregard for
maintenance of the property.
On April 12, 1988, our office did an investigation of this
complaint and found many of the allegations to be true.
I am writing now to notify you that this complaint is on file
with our office, and to offer you the opportunity to abate these
nuisances, without the need for official action from this
department.
My office would like to inspect the inside of these structures,
to ensure there is sufficient sanitation and exiting and no fire
hazards exist. Please contact my office, notifying us of a
schedule for this inspection within 7 working days.

Mr. Adams:
bur office has received a complaint regarding your properties
located at 213 and 215 Constitution Avenue, Bremerton. The
complaint alleges that dwellings on this site have deteriorated
and pose a possible health and safety hazard. Allegations listed
in the complaint include doors often left open for days,
inoperable cars in front yard, junk and debris on premises, rats
emanating from the property, and general disregard for
maintenance of the property.
On April 12, 1988, our office did an investigation of this
complaint and found many of the allegations to be true.
I am writing now to notify you that this complaint is on file
with our office, and to offer you the opportunity to abate these
nuisances, without the need for official action from this
department.
My office would like to inspect the inside of these structures,
to ensure there is sufficient sanitation and exiting and no fire
hazards exist. Please contact my office, notifying us of a
schedule for this inspection within 7 working days.
