SUMMARY: The creation of a new revitalization area under Substitute Senate Bill 5045 in order to
utilize the Local Revitalization Funds within that Bill to implement the proposed following projects:
parking structure of approximately 175 spaces with a platform for retail development at Burwell and
Park Streets, sidewalk improvements on Pacific Avenue between Burwell and 5th Streets, street and
sidewalk improvements on Pacific between 6th and 11 th Streets and added street and sidewalk
improvements and other public open space improvements.

FISCAL IMPACTS (Include Budgeted Amount): The proposed revitalization area includes a
funding commitment that was included in the state legislation in the amount of up to $330k per year.
There is a requirement for a local match of an equal or greater amount. The local match can include
federal funds. Therefore, the proposed boundary has been modified to include Pacific Avenue to 11 th
Street to utilize the $3 million Federal Surface Transportation Program funding commitment as a
portion of the local match requirement. The projected incremental local sales and property taxes from
the project are approximately $116k per year. The combined federal and local dollars are anticipated
to be sufficient to match the State's commitment.
