Water State Revolving Fund Loan for the
UV Treatment Facility Project.

SUMMARY: The City has been offered $6,060,000 (which includes a loan fee of $60,000) in the
form of a "forgivable principal loan" (grant) to design, permit, and construct an Ultraviolet Treatment
Facility for the water utility's surface supply. The requested action before the City Council is
approval ofthe DWSRF Loan for the Ultraviolet Treatment Facility Project, and authorization for the
Mayor pro tern to finalize and execute the loan agreement.

FISCAL IMPACTS (Include Budgeted Amount): These funds are necessary for the Ultraviolet
Treatment Facility Project to be designed and constructed. This loan will provide $6,060,000
(including a loan fee of $60,000 which is to be paid over a 5 year period at 0.00% interest) of the
estimated $7,240,000 required to complete this project. All costs incurred which exceed $6,000,000
shall be funded by the Water Utility Fund.

RECOMMENDED MOTION:
Move to approve the Washington State Department of Health DWSRF Loan for the Ultraviolet
Treatment Facility Project, and authorize the Mayor pro tern to finalize and execute loan agreement
with substantially the same terms and conditions as presented.
