Bremerton Economic Development Study
Project Status June 2009
http://www.wsdot.wa.Qov/Proiects/BremertonEcon
· We placed project information kiosks in local communities and online so you
can learn more about recommendations for transportation improvements for
SR 3, SR 16 and US 101.
· This month we will be in Bremerton, Port Orchard and Shelton to provide an
update about the study to local officials. Check out the community calendar
for details.
What is the Bremerton Economic Study?
It's a planning study where we will assess the current and future transportation
needs within the study area and provide recommendations to address short-term
and long-term safety and mobility deficiencies. We will also identify improvement
strategies that support the economic objectives within the study area, including the
South Kitsap Industrial Area (SKIA).
What areas are being studied?
The study will be conducted along SR 3 from US 101 near Shelton to Loxie Eagans
Boulevard in Bremerton; US 101 from SR 3 near Shelton to SR 102 (Dayton Airport
Road); and SR 16 from Sedgwick Road (SR 160) to SR 3 in Gorst.
Why is WSDOT studying these highways?
Presently, SR 3, US 101 and SR 16 serve growing communities in once largely rural
areas, a booming freight industry and local businesses.
Thirty percent of Kitsap County's workforce relies on these highways to commute to
work daily. Mason County has one of the highest population growth rates in the state
and is home to a growing business environment.
Also, during the summer months these highways see increased traffic due to
recreational travelers.
The End Result
We completed this study and worked with local stakeholders to identify and prioritize
projects that will help address current safety and mobility issues and support
anticipated employment and population growth in the region. The following handouts
provide additional information about the transportation improvements recommended
for Kitsap and Mason County highways.
Corridor conceptual designs upon funding
We divided the corridor into four segments to address safety and mobility issues.
The following handouts show conceptual design of each segment upon funding and
completion of the study's recommended projects.
Seament 1: US 101 from SR 102 to SR 3 and SR 3 from US 101 to Mason Lake
Road (pdf 700kb)
Seament 2: SR 3 from Mason Lake Road to Grapeview Loop Road (pdf 500kb)
Seament 3: SR 3 from Grapeview Loop Road to Lake Flora Road (pdf 600kb)
Seament 4: SR 3 from Lake Flora Road to Loxie Eagans Boulevard and SR 16 from
Gorst to Sedgwick Road (pdf 600kb)
What happens next?
Members of the stakeholders group, local representatives and agencies can use this
list to solicit and obtain funding from state and federal lawmakers to bring the
recommended projects to reality.
Project Benefits
Congestion We will assess how well people currently travel through the study area
and forecast how well they will travel through the same area in the future if no
improvements are made. This information will be used to develop recommended
improvements to make travel through the area more efficient.
Preservation We will consider projects that maintain the performance and condition
of the roadways, bridges, culverts and other highway features within the study area.
Safety We will develop recommendations that will help reduce collisions and
prevent risks to drivers for locations within the study area that have existing safety
problems. We will also forecast and develop recommendations for future safety
needs.
What is the project timeline?
The study began March 2008 and should be completed by summer 2009.

This study is funded through the following funding sources:

What is the Bremerton Economic
Development StUdy?
The Bremerton Economic Development Study analyzed safety and mobility
conditions for 47 miles of highway on SR 3. SR 16 and US 101. This study
was completed in partnership between the Washington State Department of
Transportation and stakeholders in Kitsap and Mason counties.
The study has identified and developed a list of projects that will address safety and
mobility Issues along these corridors. and help support anticipated employment and
popUlation growth in the region.
Why was this study conducted?
This study assessed current and future traffic conditions along SR 3. SR 16 and
US 101 in Mason and Kitsap counties. These are main throughways for local
communities between the cities of Shelton. Bremerton and Port Orchard. Many
local residents depend on these highways for reliable trips between home and work.
Also. industries from agriculture and manufacturing to retail and tourism travei and
rely on these highways for direct access to important destinations.
As the population and economy continue to grow. it will be important to have a plan
that will address current and future transportation needs along these corridors.

This map is an overview of major improvements recommended for each segment of the corridor between the cities of Shelton, Bremerton and Port Orchard.
Traffic and safety analysis
We divided the study area into four segments to look at traffic and safety issues,
Traffic
We assessed how well people currently travel through the study area and
forecasted how well they will travel through the same area in the future during
afternoon peak hours (4 to 6 p.m.),
Level of service indicates how well an intersection functions during peak hours
and is graded (A-F), Scores of 0 or better are considered acceptable. Highway
speeds are considered acceptable if at or above 70 percent of the posted speed
during peak hours.
Over the next 20 years, as the population and economy in the area continues to
grow, the number of Intersections and roadways that can effectively serve peak
hour traffic will decline if no investments are made to the corridors.
