Consistency Amendments to the Comprehensive Plan shall meet the decision criteria outlined in BMC 20.10. The Planning Commission may recommend, and the City Council Exhibit A may adopt or adopt with modifications, an amendment to the comprehensive plan if the criteria outlined below are met. 5.1 BMC 20.10.080(a) allows amendments to the Comprehensive Plan if there is an obvious technical error in the pertinent comprehensive plan provisions. Amendment 1 (Map cartographic updates): The adoption of the updated Comprehensive Land Use Map falls into this category due to cartographic errors. Cartographic misrepresentations were identified and corrected. 5.2 BMC 20.18.020 (d) (1) allows amendments to the Comprehensive Plan if it is consistent with the goals and policies of the Comprehensive Plan. These amendments (2-5) are minor and continue to uphold the objectives and goals of Comprehensive Plan. These amendments do not change the intent or purpose of the Comprehensive Plan. Amendment 2 (Parcel land use change from TUPF to PSRS): The proposed changes meet multiple LU goals by identifying and integrating edge ,areas in the planning of neighborhoods (LU1 b), modifies existing zoning to provide for essential services (LU3a), and improves pedestrian access to commercial services (LU4a). Amendment 3 (Creation of Manufacturing/Industrial Center, SKIA designation): These proposals coincide with multiple LU Goals within the City of Bremerton including the identification and designation of centers throughout the city (LU1, LU1a), the creation of en environment that promotes growth (LU3. LU3b), designation of areas on the LU map that will serve as the primary fDcus for growth (LU5, LU5c), provide for the viability of centers through land use designations and infrastructure provisions (LU11, LU11c, LU11d), and support appropriate land use policies and regulations to prevent siting of incompatible uses adjacent to general aviation airports (LU16). Amendment 4 (UGA land use equivalencies): These amendments meet multiple City land use goals found in the 2004 Camp plan, including the designation of areas on the LU map that will serve as the primary foCUS for growth (LU5), removal and revision of existing land use designations allowing for multi-family housing outside of center designations (LU7), provides for the viability of neighborhoods through strategic land use designations (LU11), and plans within the UGAs expected to accommodate the growth over the next 20 years (LU20). Amendment 5 (Land use designatiosn of City owned parcels): The adoption of this amendment adheres tD City wide land use goals. Exhibit A Whereas, the city is to recognize the importance along with increasing the amount of open space, while protecting natural resources (LU2, LU18). 5.3 BMC 20.18.020 allows amendments to the Comprehensive Plan if it does not conflict with other City, state and federal codes, regulations and ordinances. Analysis: The amendments listed in the 2008 Comprehensive Plan amendments do not conflict with any other regulations. II. CONCLUSIONS AND RECOMMENDATION Based on the findings above, Planning Commission concludes that the 2008 Comprehensive Plan Amendment Docket has met the criteria for amendments to the plan as detailed in BMC 20.10.080 and therefore recommends adoption by the City Council. LU-23a EXHIBIT D Docket Item 3 Description: Amend the Comprehensive Plan land Use Element - Centers Descriptions Section to add an additional centers type - "SKIA ManufacturinQ I Industrial Center" SKIA Manufacturing I Industrial Center (SKIA MIC) . The South Kitsap Industrial Area (SKIA) has been long established by Kitsap County as an Urban Growth Area (UGA), and is identified in the Vision 2040 Regional Plan by Puget Sound Regional Council as one of eight formally designated "Manufacturing / Industrial Centers." SKIA is approximately 3,700 acres in size and is generally located southwest of the city, with the northern boundary of the UGA adjoining the City of Bremerton; the UGA has no adjacencies to any other municipality. The Port of Bremerton owns a significant portion of the property within SKIA, with their holdings being the Bremerton National Airport and the Olympic View Business and Industrial Parks, each accessed from State Highway 3. The SKIA Manufacturing/ Industrial Center (SKIA MIC) will retain a different form of urban development than Bremerton's current regional or district centers. The physical size and location of this center allows strategic focused economic growth and it is expected to receive a significant proportion of Kitsap's employment growth in toe manufacturing and industrial sectors. It is expected that following substantial annexation of SKIA that the City will prepare a detailed sub area plan that addresses such items as development standards and permitted uses, provision of urban services and infrastructure, and the protection of essential public facilities such as the Bremerton National Airport (as required by RCW 36.70.547). lU-23b EXHIBIT D Docket Item 3 Description: Amend the Comprehensive Plan Land Use Element - DesiQnations to add "MIC (ManufacturinQ I Industrial Center)" MIC (Manufacturing I Industrial Center) Height: None specified Structure Type: Industrial Character: Large scale and heavy industrial uses; the district focuses on providing regional growth opportunities for industrial development Location: As mapped, South Kitsap Industrial Area Discussion: Manufacturing / Industrial Centers are areas with existing or expected intensive, concentrated manufacturing and industrial land uses that cannot be easily mixed with other activities.
