GENERAL BUSINESS 6A - PROFESSIONAL SERVICES AGREEMENT WITH PARAMETRIX. INC. FOR DESIGN AND PERMITTING OF THE "GORST SEWERAGE" PROJECT; AND APPROVAL TO INCREASE WASTEWATER FUND BUDGET (#AB09-122): Public Works Director Phil Williams explained that the City has been offered $6,102,550 in grants and loans to design, permit, and construct a sewer collection system within the Gorst Urban Growth Area- execution of the grants and loans is currently pending. Staff have evaluated qualified firms and City Council Reg. Mtg. Minutes Wednesday, May 20, 2009 Page 3 of 5 selected PARAMETRIX, INC. to provide design of the Gorst Sewerage Project. An increase in the 2009 Wastewater Fund budget of $955,000 is necessary to fund this project - this budget increase is fully funded by the grants and loans offered by the Department of Ecology. The requested action before Council is approval of a Professional Services Agreement with PARAMETRIX, INC., and an increase in the wastewater fund budget of $955,000. There were no questions or comments from the public... 05:45:33 Main Motion was made then discussion was held by the Council... Mike Shepherd express his concerns about the added cost not being the best use of tax payers money to drill for sewer lines under Highway 16 because two residences in the area have failed sewer systems. Mr. Williams could understand the concern, but believed it was best to hook the failed systems to the sewer rather than let affluent discharge into Sinclair Inlet. He pointed out however that they will be able to hook up more homes to the sewer with the same funds. Adam Brockus asked if the funds come from the stimulus package. Mr. Williams answered yes, and a portion of the funding came through the Department of Ecology in the form of a State Revolving Loan. Brad GehrinQ supported this project since there would be a benefit to homeowners and to the environment by improving the sewer system. Roy Runyon asked for clarification on the project's timeline. Mr. Williams responded that the entire project may take from one and half to two years, design must to be done and submitted to Department of Ecology by September 17, and the money obligated by contract no later than November 1. Mr. Runyon also asked what would the cost to the resident be to hook-up to a sewer line. Mr. Williams stated that the current facilities charge is set at $3,801 per single family residence. Actual costs may be upwards of over $15,000 due to site work. Dianne Robinson mentioned that she too sits on the Public Works Committee where she heard a thorough explanation of this project, and supports it. Will Maupin agreed that this was a great project. Mr. Shepherd asked if the scope of work has changed since the amount of funding has changed since earlier discussion about the project. Mr. Williams emphasized that the scope of work may be adjusted to reflect the actual level of funding for the project. The amount of funding changed since the funding source changed. 06:04:25 M/S/C/U (Brockus/Maupin) Move to approve the Professional Services Agreement with PARAMETRIX, INC., in an amount up to $625,000 for Design and Permitting of the Gorst Sewerage Project; and authorize the Mayor to finalize and execute the agreement with substantially the same terms and conditions as presented; and further move to adjust the approved 2009 Wastewater Fund Budget to $7,105,000 - an increase of $955,000. PUBLIC HEARING 7A- ORDINANCE NO. 5081 TO VACATE ROADWAYS WITHIN BAY VISTA (FORMERLY KNOWN AS WESTPARK); AND RESERVE CERTAIN EASEMENTS IN THE CITY OF BREMERTON (#AB09.125): Michael Mecham, City Engineer, explained that the Bremerton Housing Authority (BHA) wishes to redevelop the World War II vintage housing area known as Westpark, and therefore has petitioned the City of Bremerton to vacate all of the roadways within the boundaries as Bay Vista Commons assisted senior housing complex. As phases of development are completed, BHA will be conveying new roadways to the City. This right-of-way City Council Reg. Mtg. Minutes Wednesday, May 20,2009 Page 4 of 5 is Class I, as it is conveyed to the City in fee title by quit claim deed August 10, 1951. Compensation will be paid in the form of a dedication of like-kind in Bay Vista to the satisfaction of the City for the relocation of the roadway for the anticipated redevelopment of Bay Vista. John Thomas asked if the City could delay this action for approximately 6-weeks because he uses one of the roadways to pick up a student in a wheelchair; and if the Fire Department is going to close a road, if they could please place signs further up the road because it made it difficult to get %-mile down a road just to find it closed, forcing him to then have to back out because there is no other way to turn around. Nancy Austin stated that she met with Kitsap Transit and the Bremerton School Board and they were to notify all of their drivers. 06:11:45 Main Motion was made as discussion by the Council began... Roy Runyon asked if the School District was working with the Fire Department regarding the schedule of their drills. Ms. Austin answered yes, and that the next drills will be held on June 26 which is after the school closure. Dianne Robinson asked if the street names are going to be replaced. Mr. Mecham responded that streets will be vacated and relocated, and during the plat process with the Hearing Examiner there will be a discussion about the naming of the streets. Brad GehrinQ believed that there has been sufficient discussion about this issue at the Public Works Committee and was confident that the developer would make every effort to ensure accessibility during the project. 06:14:45 M/S/C/U (Runyon/Gehring) Move to pass Ordinance No. 5081 to vacate roadways within Bay Vista (formerly known as Westpark) and reserving certain easements in the City of Bremerton. COUNCIL MEMBER REPORTS Will Maupin reported on a very busy last couple of weeks, including his attendance at the Grand Opening of the Harper Church Park & Ride; a meeting of the "Bremerton Promise" program at Olympic College; and the Ribbon Cutting for the PSNS Memorial Plaza.
