Revolving Fund Loan(s) for the Gorst
Sewerage and Gorst Septic System
Replacement Projects.

SUMMARY: The City has been offered $6,102,550 in "forgivable principal loans" (grants) and
loans to design, permit and construct a sewer collection system, and to replace existing septic systems
within the Gorst Urban Growth Area. These loans require a Resolution approving the funding. Loan
agreements have not yet been received; however, the funding includes aggressive time constraints
which have required the City to expedite consultant selection and begin design. The requested action
before the City Council is approval of Resolution No. 30B e authorizing the City to receive .
SRF Loan(s) for the Gorst Sewerage and Gorst Septic System Replacement Project, and authorization
for the Mayor to finalize and execute the loan agreement(s.)

FISCAL IMPACTS (Include Budgeted Amount): lhese funds are necessary for the Gorst
Sewerage, and the Gorst Septic System Replacement Projects to be designed and constructed.

Move to approve Resolution # :30 D authorizing the City of Bremerton to receive the
Washington State Department of Ecology SRF Loan(s) for the Gorst Sewerage and the Gorst Septic
System Replacement Project, and authorize the Mayor to finalize and execute loan agreement(s) with
substantially the same terms and conditions as the attached SRF loan agreement.
