SUMMARY: The Gorst Sewerage Project will construct two collection systems in the Gorst Urban
Growth Area; one north and one south of Gorst Creek. The northern collection system will terminate
in the vicinity of a 0.37 acre property that has been offered for sale. The property is an ideal location
for a pump station. The requested action before Council is approval of the purchase of 0.37 acres
(Tax Account No. 322401-1-078-2004 and 322401-1-077-2005) from Mr. Pat Lockhart in the amount
of $220,000.

FISCAL IMP ACTS (Include Budgeted Amount): The 2009 Wastewater Fund Capital Budget is
$6,150,000. Planned capital projects will be deferred to fund this property purchase.

RECOMMENDED MOTION:
Move to approve the Real Estate Purchase and Sale Agreement with Pat Lockhart for 0.37 Acres (Tax
Account No. 322401-1-078-2004 and 322401-1-077-2005) in the amount of $220,000 (plus closing
costs) and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented and to finalize and execute any and all documents necessary to
close the transaction.
