pressure sanitary main for Airport Extension
Phase- II to Sound Excavating Inc.

SUMMARY: Sealed bids for construction of the project titled "Airport Extension Phase II" were
opened on April 9, 2009. The engineer's estimate for this project is $365,819.10. 19 bids were
received for this project. Sound Excavating Inc. was the lowest responsive, responsible bidder with a
bid of $167,476.40 (including sales tax).

FISCAL IMPACTS (Include Budgeted Amount): The project is funded by the Port of Bremerton's
Community Economic Revitalization Board (CERB). The City is providing a match for the Port by
providing Engineering & Construction Management of the project. Estimated City costs for the
project are $15,000 which will be from the Water Fund.

RECOMMENDED MOTION: Move to award a contract in the amount of$167,476.40 (including
sales tax) with Sound Excavating Inc. for construction of the project titled "Airport Extension Phase
II" and authorize the Mayor to finalize and execute the agreement with substantially the same terms
and conditions as presented.
