SUMMARY: The Federal Highway Administration (FHW A) requires the City to perform biennial
bridge inspections of the 11 th Street Bridge to comply with the National Bridge Inspection Standards
(NBIS). The City does not have the expertise to perform the necessary bridge inspection and has
negotiated an Interlocal Agreement with Kitsap County to do so.
ATTACHMENTS: 1.) Interlocal Agreement for Professional Services between Kitsap County and
the City of Bremerton, and 2.) Council Summary.
FISCAL IMPACTS (Include Budgeted Amount): The inspections are budgeted in the Arterial Street
fund; $3,500.00 will cover inspections in 2010 and 2012.

RECOMMENDED MOTION: Move to approve the Interlocal Agreement for Professional Services
between Kitsap County and the City of Bremerton to perform Biennial 11 th Street Bridge Inspections
and authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
