GENERAL BUSINESS
6A - RESOLUTION NO. 3087 AUTHORIZING AN INTERFUND LOAN FROM THE EQUIPMENT
RENTAL RESERVE FUND TO THE GENERAL FUND. STREET. AND GOLD MOUNTAIN GOLF
COURSE FUNDS FOR CASH FLOW PURPOSES (#AB09-11 0): Cathy Johnson, Finance
Officer, explained that the proposed resolution will provide for interfund loans for up to a total of
$700,000 to finance the cash flow needs of the General, Street, and Gold Mountain Golf Course
Funds. Because the receipt of tax and greens fee revenues are cyclical throughout the year and
do not coincide with expenditure outlays, a temporary loan for cash flow purposes is necessary to
bridge the gap.
There were no comments from the public.

06:19:19 Amending Motion was made and discussion by Council Members continued...
Brad Gehrinq asked if an analysis has been done to determine the impact the amendment would
have on the Golf Course. Roy Runyon stated that the effect would be approximately $6,000 and
would be repaid in less than one year. Cathy Johnson added that past practice was to apply the
1 % rate but there is no restriction to charging a higher rate. Adam Brockus asked if there is any
precedent for charging a higher rate. Ms. Johnson answered no.
There were no comments from the public regarding the amendment.
Nick Wofford left the meeting at approximately 6:20 PM

Amended Motion carried: 4-Yes; 3-No
Discussion among Council Members regarding the Main Motion continued...
Mike Shepherd expressed concerns about gaining stability in the golf course fund especially with
the current economy, and hoped for further discussion in the next month in Finance Committee.
Adam Brockus emphasized that this change is minor and believed that Gold Mountain Golf
Course is doing far better than other area golf courses. Brad Gehrinq agreed that this is an
appropriate use of the funding to support an enterprise fund activity.
Cecil McConnell was opposed to charging a higher interest rate to the golf course and not to
other departments.
Roy Runyon suggested that the City establish a policy on lending for enterprise funds which are
not core functions and recommended that the City protect its core functions.
