SUMMARY: The Acts Commission opened a Call for Sculpture Artists on October 1,2008. The
Call closed on December 31, 2008 and resulted in 75+ artist applications from around the US. After a
lengthy selection process, the Arts Commission narrowed their choice to seven artists. Corio-Frei is
an artist team located in Vancouver, W A. They have proposed to create a pedestrian scale sculpture
titled "Despite the Rain" to be installed on Pacific Avenue.

RECOMMENDED MOTION: Move to approve the contract with Corio-Frei to purchase a
sculpture to be installed on Pacific Avenue and authorize the Mayor to finalize and execute the
agreement with substantially the same terms and conditions as presented.
