SUMMARY: Approval ofKPS 2009 Rates and Underwriting criteria and authorization of formal
execution of the 2009 contracts between the City and Kitsap Physicians Service (KPS) for employee
group health insurance coverage by the Mayor. The new rates,which were negotiated on our behalf
by our benefits consultants, Willis of Seattle, reflect an 11.65% rate increase above 2008 levels. It
should also be noted that the City's contribution towards dependents coverage is at 90%, while the
employee's contribution for dependents coverage is 10%.

FISCAL IMPACTS (Include Budgeted Amount): The 2009 Budget has adequate budgeted funds in
personnel benefits for this rate increase.

RECOMMENDED MOTION: : I move to approve the 2009 KPS Premium rates and Underwriting
criteria between the City and KPS, and authorize the Mayor to finalize and execute the contracts with
substantially the same terms and conditions as presented.
